Enterprise Learning Innovation & Delivery Advisor

The Enterprise Learning Innovation & Delivery Advisor serves as a senior, vendor-neutral advisor on the future of Federal enterprise learning. This position connects emerging technology, artificial intelligence, enterprise learning architecture, workforce requirements, interoperability, data, and modernization strategy. The Advisor translates business and workforce needs into technical requirements and provides independent analysis and recommendations to support technology decisions, pilots, integrations, acquisition activities, and continuous modernization.

Key responsibilities include:

1. Enterprise Learning Technology & Architecture:
  • Advise on enterprise learning technology strategy, including LMS/LRS environments, CoreHCM and agency-system integrations, and learning-data architecture.
  • Assess enterprise architectures, solution designs, interoperability requirements, and integration approaches.
  • Provide guidance on learning technology standards and interoperability, including SCORM, xAPI, and cmi

  • Support skills, competency, credential, and learning-data integration across enterprise systems.
2. AI, Innovation & Modernization:
  • Identify and assess AI and emerging-technology use cases for enterprise learning and workforce development.
  • Develop AI governance, risk, assurance, human-oversight, and evaluation recommendations appropriate for Federal environments.
  • Conduct technology-market assessments, alternatives analyses, design reviews, and modernization planning.
  • Develop pilot strategies and roadmaps that connect innovation opportunities to measurable workforce and mission outcomes.
3. Requirements, Evaluation & Advisory Support:
  • Translate stakeholder and business needs into clear technical and functional requirements.
  • Support acquisition planning, solution evaluation, vendor-neutral assessments, and evidence-based recommendations.
  • Evaluate accessibility, Section 508, security, privacy, data stewardship, and user-centered considerations within proposed solutions.
  • Communicate effectively with executive leaders, enterprise architects, AI/technology specialists, learning professionals, and business stakeholders.

Required qualifications to be successful in this role:

  • 15+ years of experience in enterprise learning technology, digital transformation, enterprise architecture, or a closely related field.
  • Demonstrated experience designing, implementing, advising on, or governing enterprise LMS, LXP, LRS, or comparable learning technology environments.
  • Experience with AI/GenAI strategy, governance, assurance, risk management, or responsible adoption.
  • Experience translating business and workforce requirements into technical requirements and solution recommendations.
  • Knowledge of learning interoperability standards and enterprise integration concepts.
  • Experience supporting large-scale system integration, technology modernization, or enterprise architecture initiatives.
  • Knowledge of accessibility and Section 508 considerations for digital and learning technologies.
  • Demonstrated ability to provide executive-level technology advisory support in complex organizations.

Preferred skills include:

  • Federal enterprise architecture, Federal learning technology, or government-wide modernization experience.
  • Experience with CoreHCM or comparable human-capital technology integrations.
  • Experience supporting technology acquisition, market research, alternatives analysis, pilots, and vendor-neutral solution evaluations.
