Position Overview:Serving as the Division Chief and Technical Product Manager, you provide senior organizational leadership, supervisory oversight, and technical direction for the enterprise Dev Sec Ops platforms and systems division. In this role, you hold overall programmatic responsibility for shaping the platform’s strategic roadmap, delivering continuous capability enhancements, and driving the transition to next‑generation cloud and development environments.
In close partnership with the Chief Engineer, you direct a multi-disciplinary team of engineers, product owners, and technical specialists to execute complex technical initiatives. As Division Chief, you manage division lifecycle budgets, lead technical acquisition strategies—including authoring procurement requirements (SOWs/PWS) and overseeing contractor performance—and drive an organizational culture of Dev Sec Ops , automation, and secure‑by‑design engineering to ensure platform resilience, compliance, and superior developer experience across the enterprise.
Salary:$169,279 to $197,200 per year(inclusive of TLMS and locality adjustments)

- Drive Platform Vision &
Roadmap:
Define and execute the strategic product lifecycle for the enterprise Dev Sec Ops platform, aligning current features with next-generation system architectures. - Lead Continuous Capability Delivery:
Own the end-to-end design, integration, and deployment of active and upcoming technical capabilities, ensuring high availability, security compliance, and rapid user adoption. - Architect Next-Gen Systems:
Collaborate with cross-functional engineering teams to research, design, and prototype next-generation development systems, cloud architectures, and automation workflows. - Champion Dev Sec Ops Culture:
Foster a robust Dev Sec Ops environment by automating CI/CD pipelines, implementing continuous security practices, and breaking down traditional operational silos. - Engage & Align Stakeholders:
Act as the primary technical point of contact, translating complex mission requirements into actionable technical user stories and system requirements for a growing portfolio of capabilities. - Ensure Security & Compliance:
Oversee platform security posture, ensuring all delivered capabilities and underlying cloud infrastructure adhere to rigorous security standards without compromising development velocity. - Optimize Platform Performance:
Measure and analyze key platform metrics (e.g., pipeline deployment frequency, lead time for changes) to continuously improve developer experience and system reliability. - Lead Supervisory & Team Operations:
Provide direct supervisory leadership to a multi-disciplinary product and engineering team; direct hiring and talent acquisition, conduct performance evaluations, establish workload priorities, and foster continuous professional mentorship. - Drive Technical Acquisitions & Contracts:
Formulate and execute comprehensive procurement strategies for platform technologies, authoring Statements of Work (SOWs), Performance Work Statements (PWS), and technical evaluation criteria while serving as the technical authority overseeing vendor performance and contract deliverables. - Manage Program Financials & Budgeting:
Develop and defend program business cases and lifecycle cost estimates (LCCEs) to secure funding; oversee budget execution and optimize technical investments to maximize mission impact and return on investment (ROI).
