Organizational Change Manager (Lead) - Federal Oracle Consolidation & Modernization

Position Summary

The Organizational Change Management (OCM) Lead will own the people side of a large-scale Oracle consolidation and modernization effort, ensuring end users, agency stakeholders, and impacted business units are prepared, equipped, and supported through the transition from legacy systems to the new enterprise platform. This role works in direct partnership with the Program Manager and functional/technical leads to build and execute the change strategy, communications plan, training approach, and stakeholder engagement model across the full implementation lifecycle.

The OCM Lead is accountable for adoption outcomes, not just deliverable production, and is expected to translate technical implementation milestones into clear, audience-appropriate communication that drives readiness and reduces resistance.

Key Responsibilities

  • Develop and lead execution of the overall organizational change management strategy for the program, aligned to the Program Manager's integrated master schedule.
  • Conduct stakeholder analysis and change impact assessments across all impacted business units, roles, and legacy system user groups.
  • Build and manage the program's communications plan, including audience segmentation, key messages, cadence, and channel strategy for executive, manager, and end-user audiences.
  • Draft and oversee production of all program communications: leadership briefings, town halls, FAQs, newsletters, talking points for managers, and go-live/cutover messaging.
  • Design and deliver a training strategy and materials in coordination with functional leads, covering new system processes, role-based job aids, and user support resources.
  • Identify change resistance and adoption risks early, and build mitigation plans in partnership with the Program Manager and agency stakeholders.
  • Establish and track adoption and readiness metrics (e.g., training completion, help desk ticket trends, survey/sentiment data) and report on them at the program level.
  • Serve as a liaison between the technical delivery team and impacted business units to ensure system changes are translated into plain-language, role-relevant guidance.
  • Support agency leadership and sponsors with change sponsorship coaching and readiness briefings.
  • Coordinate post-go-live stabilization support, including sustained communication and reinforcement activities through the hypercare period.

Required Qualifications

  • 7+ years of organizational change management experience, including lead-level ownership of change strategy on large-scale enterprise system implementations.
  • Recent, hands-on experience leading change management and communications for an Oracle implementation, migration, or consolidation effort. Oracle Fusion Cloud experience strongly preferred.
  • Prior EBS or People Soft experience is acceptable and valued as part of career background, but must not be the candidate's only or most recent Oracle-adjacent experience. The most recent enterprise system experience must be Oracle.
  • Strong written and verbal communication expertise, with a portfolio or demonstrated track record of executive-level briefings, structured communications plans, and end-user facing materials.
  • Experience conducting stakeholder analysis, change impact assessments, and readiness assessments at an enterprise or agency-wide scale.
  • Experience working within a federal contracting environment, including familiarity with agency stakeholder structures and federal communication/compliance norms.
  • Bachelor's degree in a relevant field (Communications, Organizational Development, Business, Public Administration) or equivalent professional experience.
  • Demonstrated experience across federal/health programs incorporating Change Management processes within regulated organizations, adhering to the most recent and applicable validation authority requirements.
  • Expertise implementing change management processes across Oracle Cloud Fusion and HCM modules.
  • Experience consolidating and modernizing processes and systems to a single platform, ideally with recent experience within Oracle HCM modules.
  • Hands-on experience building change networks, communicating with stakeholders, and messaging across a large enterprise, including participating in and conducting training as required on new change management processes.
  • Ability to navigate across multiple systems within a large, regulated environment.

Preferred Qualifications

  • Prosci or ACMP-recognized change management certification (e.g., Prosci CCMP, ACMP CCMP).
  • Experience supporting more than one Oracle implementation, or an Oracle consolidation effort specifically (multiple legacy systems into a single Oracle platform).
