IT Specialist; Network

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.

The IT Specialist (Network) is responsible to plan, develop, implement, and administer system s for the acquisition, storage, and retrieval of data, and uses expertise in the support of the Local Area Network (LAN)/Wide Area Network (WAN) Technical Services.

Plans and study current and future telecommunications systems for local area network (LAN) and wide area network (WAN). Ensures that the network is kept up and running and PCs are working properly. Designs, analyzes, develops, tests, checks for quality assurance, configures, installs, implements, and integrates the systems to transmit telecommunications information such as voice, data, and/or video formats, and is responsible for the maintenance and management of the network.

Plans and coordinates the development of data structures and access strategies in alignment with business and mission requirements; develops technical designs; identifies systems requirements; validates data sources; and, coordinates the evaluation and selection of data management tools. Analyzes and defines data requirements and specifications; and, designs, develops, implements, modifies and manages databases. Analyzes and plans for anticipated changes in data capacity requirements.

Establishes testing, implementation, and post-implementation support procedures, and develops user instructions. Provides expert advice in the interpretation of IT policies, standards, and guidelines; develops and administers data standards, policies, and procedures; defines data flow and develops data flow diagrams; builds and maintains data dictionaries; develops physical data models; and, develops and implements data mining and data warehousing programs. Troubleshoots and implements updates of the networks security infrastructure by assisting users with antivirus, anti-worm, and malware defeating measures to preserve the integrity of OSSE's systems and networks.

Installs, analyzes, tests, evaluates, and troubleshoots network systems problems reported by users or IT specialists, such as LAN, WAN, internet, intranet, and other data communications systems problems. Evaluates, tests, and implements Microsoft Windows server operating systems level software and network and monitors, and tracks for general computer applications. Develops new standards, methods, and techniques; evaluates the impact of technological changes;

and/or conceives of solutions to highly complex technical issues. Ensures proper standards are being met with the implementation of new jobs or changes to current process. Identifies and defines business or technical requirements applied to the design, development, implementation, management, and support of systems and network. Develops common approaches to problem solving and meeting processing requirements, and develops and analyzes new projects.

Investigates the feasibility of alternative approaches with a view of determining the best balanced solution, i.e., that will best satisfy the immediate needs, facilitate subsequent modification, and conserve machine time. Monitors and optimizes database…
