- Serve as the subject matter expert on terms, conditions, scope, and usage of ELAs
- Monitor enterprise license utilization rates and maintain accurate ELA requirements tracking documents
- Liaise with Army commands and support agencies to compile, deconflict, and correlate ELA requirements
- Analyze and provide written recommendations on submitted ELA requirements
- Formulate, recommend, and present cost-avoidance courses of action
- Distill complex project, technical, and programmatic data into actionable information for senior leadership
- Draft executive-level documentation, including requirements memorandums
- Prepare and deliver briefings and decision-support materials for the government customer
- Assist with ETMS2 ELA requirements reporting tasks
- Ensure compliance with Federal, DoD, and Army regulations, including FAR and DFARS
- Analyze software license consumption, deployment counts, and utilization rates to identify cost-saving strategies
- Validate software demands against Joint and Enterprise License Agreements or CHESS contracts before new procurement actions
- Active Secret clearance or ability to obtain a clearance
- Bachelor’s degree or higher in Information Technology, Business, Acquisition, or a related field
- Minimum of 10 years of relevant DoD-specific experience
- Deep knowledge of enterprise licensing, software asset management, and requirement validation processes
- Strong knowledge of DoD acquisition frameworks, FAR, and DFARS as they relate to IT software and service procurements
- Ability to analyze large datasets regarding license utilization and turn data into cost-saving strategies and COAs
- Ability to produce clear, concise staff products and present them confidently to senior leaders
- Familiarity with Pentagon processes and Army tasking systems, including ETMS2
- Joint Staff, Army/Service Headquarters, or OSD experience
- Software Asset Management, ITIL, Certified Software Manager, or DoD Acquisition certifications are desired
- Prior experience managing or analyzing ELAs for major DoD IT vendors is desired
Demonstrates expertise in enterprise licensing and software asset management, with a strong ability to analyze data for cost-saving strategies and compliance with DoD regulations. Proficient in drafting executive-level documentation and delivering presentations to senior leadership.
