  • Lead elicitation, analysis, documentation, validation, and management of business and technical requirements
  • Partner with clients, Product Owners, developers, testers, and project leadership to translate business needs into user stories, functional and non-functional requirements, acceptance criteria, process flows, use cases, and technical specifications
  • Analyze complex business problems and recommend technology-enabled solutions
  • Analyze current- and future-state processes to identify gaps, dependencies, risks, and improvement opportunities
  • Facilitate requirements workshops, stakeholder interviews, working sessions, and backlog refinement
  • Ensure requirements are detailed, testable, and traceable through delivered functionality
  • Support requirements prioritization based on business value, operational needs, technical considerations, and project constraints
  • Document business processes and workflows using process models, workflow diagrams, decision trees, and other visual representations
  • Evaluate impacts of proposed system changes on processes, applications, users, and organizational workflows
  • Translate approved requirements into Jira user stories and development-ready work items
  • Participate in Sprint Planning, Backlog Refinement, Sprint Reviews, and other Agile working sessions
  • Clarify requirements and acceptance criteria for developers and testers
  • Support product backlog refinement, prioritization, and release planning
  • Monitor requirements throughout development and communicate risks, issues, dependencies, and decisions
  • Develop and maintain business, functional, technical, process, and user documentation using Confluence
  • Develop acceptance criteria and support test scenarios, test cases, QA coverage, and regression testing
  • Participate in User Acceptance Testing and validate delivered functionality
  • Identify defects, gaps, and deviations; support troubleshooting and root-cause analysis
  • Serve as a trusted advisor to government stakeholders and business users
  • Facilitate communication between technical and non-technical stakeholders and resolve conflicting requirements
  • Present proposed solutions and recommendations to stakeholders and project leadership
  • Improve business analysis practices, requirements quality, documentation standards, and Agile delivery processes
  • Share knowledge and best practices across project teams
  • Contribute to organizational standards, templates, and processes
  • Mentor junior analysts and support overall project success
Requirements
  • Must live within the DC, MD, VA area
  • U.S. Citizenship is required
  • Must be able to obtain CBP Public Trust clearance
  • Bachelor's degree in Business, Information Technology, Computer Science, Engineering, or a related field
  • Minimum six (6) years of experience in Business Analysis, Technical Analysis, Systems Analysis, or software delivery roles
  • Demonstrated experience gathering, analyzing, documenting, validating, and managing business and technical requirements
  • Experience translating business needs into User Stories, Functional Requirements, and Acceptance Criteria
  • Experience analyzing and documenting business processes and workflows
  • Experience working directly with clients, business stakeholders, Product Owners, and technical delivery teams
  • Experience supporting Agile software development projects
  • Experience working with Jira and Confluence to manage requirements, documentation, and Agile delivery
  • Technical or software development background with exposure to React, Node.js, and Git Lab
  • Experience working within AWS cloud environments
  • Strong understanding of the Software Development Life Cycle (SDLC)
  • Strong analytical, problem-solving, and critical-thinking skills
  • Excellent facilitation, communication, and interpersonal skills
  • Ability to communicate effectively with executive leadership, clients, technical teams, and business stakeholders
  • Demonstrated ability to translate complex technical concepts into language understandable by non-technical stakeholders
  • Demonstrated ability to manage competing priorities in a fast-paced Agile environment
  • Strong attention to detail and commitment to delivering high-quality requirements and documentation
  • Ability to work independently while effectively collaborating with cross-functional teams
  • Preferred: experience supporting Federal Government software development programs
  • Preferred: experience as a Senior Business Analyst on complex enterprise software modernization efforts
