ServiceNow Architect

The Office of the Chief Technology Officer (OCTO) of the District of Columbia Government seeks a Service Now Architect for a 6-month contract position based in Washington, DC. OCTO is the central technology organization of the District of Columbia Government, responsible for developing, implementing, and maintaining the District's technology infrastructure; developing and implementing major enterprise applications; establishing and overseeing technology policies and standards;

providing technology services and support for District agencies; and developing technology solutions to improve services to businesses, residents, and visitors across District government.

In this role, you will lead the design, development, and implementation of Service Now solutions that support IT Service Management (ITSM), IT Asset Management (ITAM), and change management needs across DC IT projects. You will work closely with stakeholders to translate business requirements into technical solutions and provide technical leadership to development teams.

Responsibilities

• Design end-to-end Service Now solutions aligned with business objectives and requirements, including technical architecture, data models, integrations, and workflows to support business processes.
• Provide technical leadership and guidance to development teams, ensuring adherence to best practices, standards, and methodologies; mentor team members on Service Now platform capabilities and implementation strategies.
• Collaborate with stakeholders to gather, analyze, and translate business requirements into technical specifications and design documents.
• Develop and configure the Service Now platform using JavaScript, Glide Script, HTML, and CSS; configure workflows, forms, UI policies, and catalog items to meet specific business needs.
• Design and implement integrations between Service Now and other enterprise systems using REST APIs, SOAP, MID Servers, and other integration techniques, ensuring data integrity and security.
• Identify and implement opportunities to optimize Service Now performance and scalability; monitor system performance to ensure optimal operation.
• Ensure adherence to governance, compliance, and security standards in Service Now implementations; implement security controls, access restrictions, and audit mechanisms as necessary.
• Create technical documentation including design documents, architecture diagrams, and configuration guides; provide training and knowledge transfer to team members and end-users.

Qualifications

• Required
  • Bachelor's degree in IT or related field, or equivalent professional experience.
  • 9 years of experience in IT systems roadmap development.
  • 9 years of experience as an Enterprise Architect.
  • 9 years of experience with system diagramming and modeling using structured modeling languages (e.g., UML).
  • 6 years of hands‑on experience with Service Now modules including ITSM, ITOM, ITFM, HRSD, PPM, and SPM.
  • 5 years of experience with Service Now integrations using REST, SOAP, and other integration protocols.
  • 5 years of proven experience architecting and implementing complex Service Now solutions in enterprise environments.
  • 5 years of strong knowledge of Service Now platform architecture including core modules and components.
• Preferred
  • Service Now Certified Technical Architect (CTA) certification.
  • Service Now Certified Implementation Specialist (CIS) certification.
