IT Specialist; Data Governance Analyst

Job Summary
This position is located within the Office of the Chief Technology Officer (OCTO) and serves under the Chief Data Officer (CDO) in the Enterprise Data program. The position functions as an Information Technology Specialist who serves as a data governance analyst responsible for creating and maintaining frameworks, policies, and processes for District agencies related to data governance.

This includes working with DC Government agencies to solve data governance challenges, analyzing business processes and workflows, and recommending strategic solutions. This role will support citywide efforts to support data related to management, maturity, cataloging, standards, life cycle, literacy, security, privacy, and strategic direction.

Duties And Responsibilities
Develops and implements data governance initiatives in support of improving the use of high-quality data across DC Government. Analyzes and suggests improvements to data governance processes and systems. Monitors and assesses compliance with data governance policies including the DC Data Policy and related policies for Artificial Intelligence (AI) and Machine Learning (ML). Collaborates with agencies for new projects and systems to provide guidance and feedback on implementing data governance processes and workflows.

Documents and develops data governance metrics with analytic outputs. Identifies technology products and solutions to assist with data governance including data management, cataloging, classification, quality, and lineage. Gathers project requirements from internal and external customers to provide data governance principles, supporting technology, and implementation models. Assists in drafting, executing, and monitoring data sharing agreements between district agencies. Works with agencies to ensure data integrity and accuracy across systems and suggests corrective strategies when needed.

Provides guidance and training to ensure users understand and adhere to data governance processes. Develops required documents, workflow diagrams, and other process documents to capture business and technical functions. Provides informed decision making on data governance strategy and policy direction based on industry best practices and other jurisdictions implementations. Assists with organizing and running committees and working groups focused on data governance.
