We are seeking a Business Systems Technical Master for a 6-month contract position in Washington, District of Columbia. This role will support the modernization of enterprise resource planning systems, including leading and supporting a People Soft HCM application upgrade and modernization efforts of the Office of the Chief Financial Officer's Finance and Budget Systems.
Responsibilities- Formulate and define systems scope and objectives based on user needs and business systems understanding, implementing customizations required by DCHR or OPRS according to industry standards.
- Provide subject matter expertise in People Soft Payroll, Commitment Accounting, and Position Management.
- Analyze business and user needs, document requirements, and translate them into proper system requirements specifications.
- Provide consultation on complex projects and serve as a top-level contributor and specialist across most phases of systems analysis, considering business implications of technology application to current and future business environments.
- Understand budgeting and position management in a state and local government environment.
- Develop data extraction, translation, and load programs.
- Lead and support the overall People Soft HCM application upgrade.
- Required
- 16+ years of combined People Soft technical and functional experience.
- 16+ years of Software Development Lifecycle experience.
- 16+ years of requirements gathering and documentation experience.
- 16+ years of MS Office/PowerPoint experience.
- Bachelor's degree in IT or related field, or equivalent experience.
- 8+ years of overall People Soft HCM modules knowledge.
- 10+ years of strong People Soft technical lead experience.
- 15+ years of expertise with Oracle SQL.
- 10+ years of People Soft People Tools experience, including Application Designer, People Code, Application Engine, and Integration Broker.
- 5+ years of People Soft upgrade experience.
- Preferred
- Experience integrating ERP systems, including Oracle Cloud, Oracle EBS, or People Soft FSCM.
- Experience integrating People Soft HCM with budget systems such as Hyperion, People Soft Budgets, or Oracle Budgets products.
- Prior knowledge of the District's existing financial system, SOAR.
- Experience with U.S. Federal installation of People Soft.
