Job Summary
This position is located in the District of Columbia Department of Transportation (DDOT). DDOT was established under Title 50, Chapter 9A, and Section 50-921.01 et seq., as an agency to improve the District's economic competitiveness and quality of life by planning,
coordinating, operating the transportation system, and managing and maintaining its
transportation infrastructure.
The incumbent serves as a Paralegal Specialist responsible for providing legal and administrative support to attorneys and staff at DDOT's Office of General Counsel (OGC). The position supports a broad range of legal matters impacting DDOT operations and requires independent judgment, strong organizational skills, and the ability to manage multiple priorities in a fast-paced legal environment.
DUTIES AND RESPONSIBILITIES
Assists the legal team with administrative duties as well as internal litigation support (matters handled by Department attorneys), external litigation support (matters handled by the Office of Attorney General), legislative and regulatory drafting, major project support, drafting of various legal documents, legal research, claims and litigation support, asset recovery, Freedom of Information Act requests, internal employment matters and all other legal matters involving the Department.
Performs discovery and investigative functions, including conducting interviews with DDOT staff and external stakeholders, gathering and analyzing factual information, and organizing records to support legal strategy and decision making. Prepares clear, accurate, and concise summaries, reports, and supporting documentation for attorney review. Assists attorneys and legal staff in identifying legal issues and potential risks by analyzing records and recommending actions consistent with Agency policy, District law, and established legal procedures.
Provides litigation support by coordinating and preparing timely responses to requests for information in employment, contract, liability, FOIA, and administrative matters. Reviews incoming assignments to establish deadlines and ensure timely completion of assignments. Conducts final review of all documents/pleadings to make certain information is organized and fully responsive. Maintains case files and tracking systems to support efficient case management and reporting to management.
Prepares status updates and reports for the General Counsel and supervising staff regarding assigned matters, workload progress, and pending deadlines.

Specialized experience is experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Position Designations:
The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Emergency Designation:
This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early.
Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
