Job Summary
This position is located in the D.C. Department of Corrections (DOC), Records Office Manager, who provides overall priorities and deadlines, and defines the employee's scope of responsibility. The employee is expected to plan and carry out all steps necessary to handle problems in accordance with established practices, systems controls, and prior training. Unusual problems such as those requiring special coordination are brought to the attention of the supervisor.
Performance is evaluated in terms of meeting the goals and requirements of the Records Office.
On a rotating shift basis, is responsible for the direct supervision, assignment and review of work, and instruction of 4 to 10 Legal Instruments Examiners and Clerks and other support personnel, grades DS-4 through DS-9, while managing the work flow to assure effective utilization of manpower and timely processing of legal documents, records, fingerprint identification, and computer coding to ensure deadlines are met.
Provides administrative support to the Records Office of the D.C. Jail and Federal institutions that house District of Columbia convicted residents in processing legal documents, computations and data. Supervises resident transactions via courts, transfers, and releases, and is responsible for maintaining liaison with the U.S. Marshal's Service in the area of commitment, discharge and transfer of Federal and District of Columbia incarcerated residents to court, other jurisdictions and Federal institutions.
Responsible for determining the authenticity, propriety and legality of court order releases received from the U.S. Marshals on residents to be released via the street and releases to the U.S. Marshals. Supervises the processing of detainees to assure that all detainees are processed correctly and efficiently; and determines the legality of releases under the provisions of the Interstate Agreement of Detainers Acts.
Is responsible for the correct interpretation of court order commitments and releases. Supervises, monitors, interprets and reviews the computation of sentences which present problems of complex sentence structure, and which have inadequate and conflicting guidelines as references that are not clearly spelled out and are subject to interpretation. Consults with judicial sources to clarify and/or correct judgments and court orders and verification from the courts as to validity or intent.
Refers apparently illegal sentences to the Correctional Litigation Unit for resolution via chain of command.

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Work Conditions / EnvironmentThe work is generally performed in an office Detention Facility setting, however, if needed the incumbent may be asked to travel to the Court House.
Other Significant FactsTour of Duty: Monday - Friday - 8:15 am - 4:45 pm (May be required to work on weekends, after hours, and return to duty at any time.)
