Job Summary

Located in the nation's capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. The OAG enforces the laws of the District, defends, and provides legal advice to the District's government agencies and protects the interests of the District's residents. This position is located in the Family Services Division.

The Family Services Division (FSD) works on behalf of the District's most vulnerable citizens-abused and neglected children. The Division has five Child Protection Sections. The attorneys handle all child abuse and neglect litigation on behalf of the District's Child and Family Services Agency (CFSA), from the initiation of a case through finding a child a permanent placement. Several attorneys have specialty assignments, including specialized court calendars, working with CFSA's inhome division on matters not yet court involved, and training and community outreach.

Division attorneys also advise CFSA social workers and staff members on compliance with local and federal law.

DUTIES AND RESPONSIBILITIES

Legal Supervisory Services (Section Chief), LX-0905-1

These positions supervise a group of attorneys and may include attorneys assigned to a general neglect calendar and/or a specialty assignment as described above.

Duties include:

* Managing the litigation work of the Section, including establishing litigation priorities, in consultation with other FSD management

* Supervising trial attorneys in all aspects of child abuse and neglect proceedings before the Family Court of the DC Superior Court. Reviewing and editing pleadings, motions, memoranda, and correspondence.

* Reviewing litigation outcomes and determining when appellate review may be needed.

* Reviewing division policies and procedures to ensure that the practice remains up to date and the work of the division runs smoothly.

* Working closely with the other Section Chiefs to ensure equitable distribution of cases and to ensure consistency in practice amongst the five sections.

* Developing and implementing trainings for FSD attorneys and/or various divisions of CFSA.

* Developing short and long-term projects and monitoring their progress.

Duties related to specialty assignments may also include:

* Monitoring additional responsibilities of the specialty assignment(s) to include working with the Court, CFSA, and outside partners to ensure operational efficiency and expansion.

* Ensuring programmatic updates and improvements in line with national trends.

* Strategizing with the Court, CFSA, and OAG leadership on additional initiatives or partnerships that can support children and families involved with CFSA.

* And other projects assigned by the Assistant Deputy and Deputy.

QUALIFICATIONS AND EDUCATION

Legal Supervisory Services Section Chief, LX-0905-1

Incumbents must have a Juris Doctor (J.D.) from an American Bar Association (ABA) accredited law school at the time of appointment. Incumbents must have at least 5 years of practice in prosecution or similar litigation experience related to child welfare or family law. Legal supervisory experience is preferred but not required. Incumbents must also possess skills related to data analysis, have excellent oral and writing skills, and a demonstrated ability to supervise and direct the day-to-day activities of professional and support staff in a litigation-oriented office.

The incumbents are required to have a demonstrated ability to work well in a team environment as well as work collaboratively with a client agency and the court system. A demonstrated passion for working with and aiding children and families is strongly preferred, either in the legal services community or working in a government agency. Incumbents must have knowledge of the District of Columbia's appellate process and general familiarity with legal resources available to residents of the District of Columbia is preferred.

LICENSE AND CERTIFICATION

The incumbent must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment.
