IT Veterans (ITV) is seeking a Subject Matter Expert (SME) Logistician to serve as the primary delivery and receiving coordinator supporting Task Force Raptor at the White House Communications Agency (WHCA).
Task Force Raptor is a multi-effort modernization of the communications enterprise supporting the President and generates a continuous flow of inbound materials, including IT equipment, network and electrical components, building materials, racks, cabling, HVAC equipment, and construction supplies from multiple vendors and integrators.
The SME Logistician will own the end-to-end delivery and receiving process for Task Force Raptor efforts, from vendor scheduling and access coordination through security clearance of drivers and cargo, security inspections, offloading and material handling, temporary storage, and final hand-off to installation teams.
This position serves as the central point of coordination among WHCA security, facilities, the U.S. Secret Service, vendors, freight carriers, government logistics personnel, and project leads to ensure materials are delivered safely, securely, and on schedule.
Key Responsibilities- Own and maintain the consolidated delivery schedule for all Task Force Raptor efforts. Deconflict deliveries across projects, vendors, loading dock capacity, storage space, and security availability, and publish a forward-looking delivery calendar to project leads.
- Coordinate security requirements for all deliveries, including driver and vehicle access requests, escorts, and cargo security inspections with WHCA security, JBAB installation security, and the U.S. Secret Service as applicable.
- Ensure vendors meet WAVES, lead-time, access, and documentation requirements prior to dispatch.
- Plan and supervise material handling operations for each delivery, including forklift, crane, rigging, and manual offloading activities.
- Verify vendor lift plans, rigging procedures, equipment, and operator certifications and stop work when unsafe operations or conditions are identified.
- Manage temporary storage and staging areas by allocating laydown space, maintaining custody and accountability of stored materials by project, enforcing classified and controlled-item handling requirements, and coordinating movement from storage to installation sites.
- Receive, inspect, and document inbound materials against purchase orders and packing lists. Identify damage, shortages, and discrepancies and coordinate resolution with vendors and project leads.
- Coordinate with WHCA facilities, base civil engineering, and construction contractors regarding building material and electrical deliveries, including permits, road closures, crane placement, and utility outages associated with deliveries.
- Maintain accurate delivery and receiving records, including delivery dates, contents, inspections, custody transfers, incidents, and disposition, and ensure delivery status is maintained in the Task Force Raptor system of record.
- Develop, implement, and enforce delivery standard operating procedures (SOPs) addressing security, safety, hazardous materials, OPSEC, and chain-of-custody requirements.
- Brief vendors, project teams, and new personnel on delivery, receiving, security, and safety procedures.
- Serve as the primary liaison among project leads, vendors, freight carriers, WHCA security and facilities, the U.S. Secret Service, and government logistics personnel.
- Provide Task Force Raptor leadership with regular updates regarding delivery status, risks, scheduling conflicts, and logistical bottlenecks.
- Manage government-furnished and contractor-acquired equipment accountability during the receiving-to-installation lifecycle using the designated asset management system.
- Active TS/SCI clearance with Yankee White eligibility.
- Bachelor's degree and 10 years of progressive experience in logistics, receiving, material coordination, or construction material management, including at least 5 years of experience coordinating deliveries into secure DoD or federal facilities.
- Demonstrated experience coordinating vendor, driver, and cargo access and inspection requirements for the White House complex or a comparable Secret Service-protected facility.
