Navigate Affordable Housing Partners is a nonprofit that actively works to enhance all aspects of the housing industry to ensure that people have access to quality, livable housing choices. We develop, own, and manage housing properties and serve as a federal government contractor and consultant to housing agencies.
About the roleThe Project Manager serves as the primary leader responsible for successfully executing federal housing-related service contracts. This role acts as the government’s central point of contact and oversees all program operations, performance requirements, staffing, reporting, budget management, and compliance activities required under the contract.
The Project Manager ensures that all work is delivered with excellence, aligns with federal regulations (FAR procurement requirements), and advances Navigate’s mission of strengthening communities through high-quality housing program administration.
When not actively serving on contract, the Project
Manager serves as a member of the Strategic Growth Team, working on organizational projects and process improvements to increase competitiveness in the federal marketplace.
As a Project Manager, you will be responsible for a variety of duties, including but not limited to:
- Serve as the Contracting Officer’s (CO) and COR’s primary point of contact for all program operations.
- Lead kickoff meetings, performance reviews, program briefings, and site visits.
- Coordinate across federal agencies, partners, community stakeholders, and internal leadership.
- Direct day-to-day operations of housing programs across multiple federal agencies which may include data analysis, reporting, and outcome measurement.
- Ensure timely, accurate completion of all deliverables and performance standards.
- Assist in and lead internal projects in support of Navigate’s strategic growth plan and operations
- Recruit, onboard, supervise, and develop contract staff.
- Implement cross-training and surge staffing plans for periods of increased workload.
- Foster a high-performance, mission-aligned team culture. This may include scenarios where support is a mix of Navigate contract staff and teaming partners.
- Implement a contract-specific Quality Control (QC) Plan ensuring accuracy, timeliness, and compliance.
- Oversee internal audits, risk assessments, corrective action plans, and performance dashboards.
- Maintain alignment with HUD/USDA/VA regulations, PRWORA eligibility rules, and Uniform Guidance standards.
- Manage contract budgets, burn rates, resource allocation, and ongoing forecasting.
- Ensure accurate and timely invoice documentation and financial reporting.
- Identify risks to schedule, scope, or cost and recommend corrective actions.
- Ensure program systems, tools, and reports meet federal requirements and data security standards.
- Coordinate with IT for compliance with NIST 800-53/800-171, FISMA, and agency-specific cybersecurity controls when applicable.
- Lead coordination between Navigate and subcontractors, subject-matter experts, and teaming partners in the performance of Navigate contracts
- Strengthen relationships with federal program managers, community organizations, landlords, and residents (as applicable to the contract).
- Take ownership of tasks and follow through on responsibilities.
- Communicates clearly, respectfully, and effectively in verbal and written forms.
- Performs additional responsibilities as needed to support organizational objectives.

- A valid driver's license

- Attendance at the annual All Staff meeting is required
