Chemonics seeks a Program Manager for the USG Portfolio under the Supply Chain Management (SCM) team. The project support manager is responsible for day‑to‑day compliance with donor regulations and corporate policies and provides financial oversight for assigned projects. The role involves supporting project(s) in meeting contractual compliance, accurate financial tracking, and mitigating operational risk.
Responsibilities- Provides day‑to‑day support to one or more project teams and client, including adherence to project contract, task order or cooperative agreement requirements, government regulations, and Chemonics policies.
- Supports project office requests and ensures tasks are completed in areas of compliance (including procurement and grants), finance and administration; personnel and HR; and administration and logistics.
- Oversees financial aspects of the project's contract or agreement by reviewing monthly invoices for accuracy and compliance; tracks expenditures against budget and total obligated funds, and coordinates development and monitoring of the annual corporate budget, and regular forecasting of expenditures for Chemonics and the client.
- Identifies issues or potential risks, including project performance, financial, and compliance, and supports plans and strategies to implement corrective action and escalates when needed.
- Serves as primary point of contact for operational and compliance‑related issues.
- Coordinates with project offices to ensure timely completion of tasks and resolution of challenges.
- Supports risk mitigation strategies and contributes to problem solving with project office staff.
- Participates in new business efforts in line roles as part of the proposal team.
- Supervises and mentors; provides regular clear performance goals and feedback to supervises.
- Works closely with junior staff to ensure training and empowerment in accurate administrative and financial processes; promotes knowledge sharing and continuous improvement.
- Performs all tasks and responsibilities demonstrating behaviors consistent with Chemonics' values and competencies.
- Performs other duties as required.
- Bachelor's degree;
Master's degree preferred. - Minimum 3 years of relevant project support experience, including financial oversight and compliance.
- Understanding of donor/client requirements and how to apply them to project support.
- Demonstrated organizational and communication skills; including problem solving and initiatives to learn new skills.
- Ability to manage multiple priorities and work collaboratively.
- Willingness to travel up to 8 weeks per year.

The salary range for this position is expected to be: $65,100 - $81,400. An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs. Overtime exemption status may change due to state regulatory requirements.
