Overview
The Deputy Chief of Administration supervises administrative staff, supports strategic leadership, manages HR and operational programs, ensures compliance with federal policies, and fosters teamwork. Requires a master's degree (preferred), 5+ years in personnel management, communication, and technical skills, and the ability to obtain a secret clearance. This position is only open to current USPHS officers. USPHS Call to Active Duty (CAD) candidates are not eligible for this position.
Dutiesand Responsibilities
The Deputy Chief of Administration supports the Chief in providing leadership and oversight of administrative and personnel functions, ensuring alignment with the mission, policies, and objectives of IHSC and the Chief of Administration Unit. The incumbent conducts research, analysis, and provides informed recommendations to senior leadership to advance operational effectiveness; resolves complex and sensitive issues with initiative and professionalism.
Key responsibilities include supervising administrative staff and managing operational areas such as human resources, recruitment, onboarding, and compliance; fostering teamwork, accountability, and continuous improvement; ensuring administrative processes and personnel management meet high standards of quality, integrity, and service.
- Strategic Leadership and Planning: assist in providing strategic leadership and oversight of administrative and personnel functions; participate in recruitment, retention, and staffing strategies for PHS officers, civil servants, and contractors if needed; assist in developing and executing the unit s strategic plan and KPIs; assist with HR, procurement, budget, facilities, and compliance with policies, regulations, accreditation standards, and procedures.
- Personnel and Human Resources Management: supervise staff in recruitment, onboarding, position management, performance appraisal, awards, separations, retirements, and disciplinary actions; ensure compliance with Title 5 and Title 38, PHS policies, and federal regulations; collaborate with internal and external stakeholders to coordinate policies and actions; oversee central personnel data management and reporting.
- Administrative Operations: oversee administrative policies, SOP development/review, and committee participation; manage timekeeping, travel, and performance work plans; ensure compliance and provide guidance.
- Stakeholder and External Relations: serve as liaison to senior leadership on personnel and administrative matters; represent the unit in meetings and provide updates on hiring actions and program status; promote collaboration within the unit and IHSC.
- Program Evaluation and Quality Improvement: assist in periodic evaluations of personnel and administrative programs; oversee awards, new hire orientation, and staff training; monitor health care fund execution and align budget submissions with priorities.
- Risk Management and Compliance: ensure compliance with agency, federal, and accreditation standards; stay informed on HR, health administration, and federal personnel trends.
- Other Duties: respond to Congressional, FOIA, and other taskings; act as Chief as needed; occasional travel to recruitment and professional events. Other duties as assigned.

- Service Remaining Requirement Agreement: officers will serve an 18 to 24-month commitment to IHSC.
- Assignment Pay Agreement: must not have a current Agreement, or it must be fulfilled within 90 days of application submission.
- Applicants must be a current USPHS Commissioned Corps Officer. CAD candidates are not eligible. Civilians are not eligible.
- PHS officers must participate in IHSC TDY On-Call Schedule (ITOS). ITOS may require up to a full month or two 16-day periods per year.
- Master s degree in human resources, healthcare administration, healthcare management, or a health profession discipline preferred.
- Minimum of five years in personnel management with at least three years as a supervisor of multidisciplinary teams.
- Minimum of five years in human resources, program management, or evaluation of health programs.
- Strong customer service focus and ability to deliver high-quality products and services.
- Strong written and oral communication skills; ability to interact with diverse audiences.
- Integrity, ethics, confidentiality, and the ability to maintain discretion.
- Ability to think critically, provide sound guidance, and work independently with initiative and timely follow-through.
