Job Summary

Reporting to the Executive Director, and acting as Deputy Executive Director in their absence, is the leader of the Program and Advocacy Team.

Duties and Responsibilities
  • Executive Duties (10%)
    • Work closely with the Executive Director on strategic programmatic planning, policies, and program responsibilities.
    • Provide high-level program support to ensure alignment with the MWA Strategic Plan and national WASH strategies.
    • Attend and prepare materials for program committees, the Executive Committee, and Board meetings.
    • In the absence of the Executive Director, act as Head of Office in charge of the MWA Washington office, providing oversight and day-to-day support as needed.
  • Supervision (20%)
    • Supervise, lead, guide, and support MWA’s Program and Advocacy team.
    • Write/revise job descriptions; interview and select staff with input from others.
    • Orient, train, and coach staff; with the Executive Director, recommend and/or initiate personnel actions including merit increases, promotions, transfers, terminations, and disciplinary actions (including performance improvement plans).
    • Complete performance management activities including planning, monitoring, and 90-day, six-month, and annual appraisals.
  • Program Quality, MEL and Knowledge Management (15%)
    • Identify, define, and design critical support systems and services, focusing on knowledge sharing and management information systems.
    • Support national programs to ensure standards for program quality, Monitoring, Evaluation, and learning.
    • Contribute to high-level MWA program themes, innovations, and integration of ground experiences; collaborate to deliver quality outputs and own outputs; analyze successes and challenges from program reports.
    • Maintain up-to-date knowledge of relevant WASH research, guidelines, and trends; translate experiences into case studies, research, publications, and presentations.
    • Participate in design, implementation, data analysis, and writing of applied research studies within MWA’s programs.
    • Develop communications products to leverage program-based evidence for advocacy and development, including internal documents, narrative articles, and external publications.
    • Ensure MWA’s Advocacy efforts are fully integrated with Programs and aligned with the Strategic Plan.
  • Program Development (40%)
    • With the Executive Director, actively identify, cultivate, and develop new business opportunities.
    • Collaborate with the Executive Director and the team to identify, develop, and submit proposals, concept papers, and expressions of interest to private, institutional, and bilateral donors.
    • Monitor funding opportunities and solicitations from bilateral donors (e.g., USAID, DFID, SDC, GIZ, DANIDA, EU) and from US and international foundations and donors.
