The World Bank Group (WBG) invites qualified candidates to apply for the role of Manager in the Investigations Unit of the Ethics & Internal Justice Services Vice Presidency (EIJ). The selected candidate will report to the Director, Mediation & Formal Services Department (MFR) and will lead independent fact-finding investigations into allegations of staff misconduct.
Duties and accountabilities- Manage INV’s portfolio of work, providing leadership, strategic guidance and oversight to staff responsible for investigating allegations of staff misconduct.
- Provide robust quality assurance to ensure investigations are professional, thorough, timely and objective.
- Establish and uphold high standards of quality, including continuous training for investigators and leveraging technology, including AI.
- Lead, prepare and deliver high-quality data reports and briefing materials for EIJ Leadership.
- Share best practices, trends and lessons learned from investigations to support risk management and prevent misconduct and fraud.
- Identify and implement process improvements from emerging jurisprudence and stakeholder feedback.
- Contribute to the continuous improvement of the WBG’s investigative mechanisms and revise related Staff Directives to reflect best practices among international organizations.
- Develop and maintain collaborative partnerships with key institutional stakeholders (e.g., Legal Department, HR Vice Presidency, Integrity Vice Presidency, Staff Association).
- Manage INV’s budget and resources in line with EIJ’s strategic planning.
- Lead INV’s collaboration with other EIJ units, special initiatives/projects, and undertake ad hoc assignments.
- A background in law, criminal justice, or another relevant field.
- Masters’ degree, ideally in law, with a minimum of 12 years of experience conducting investigations, or equivalent combination of education and experience.
- Proven track record of building and managing multi-disciplinary teams and creating an enabling work environment.
- High level of integrity, discretion and sound judgment in working with sensitive issues.
- Demonstrated interpersonal skills and emotional intelligence, with experience in leading teams and collaborating across departments.
- Creative, strategic and independent thinker with the ability to conceptualize ideas and translate them into actions.
- Strong negotiation skills and the ability to consider broader implications while applying a case-by-case approach.
- Effective and persuasive communicator (oral and written English) capable of articulating positions and delivering presentations to the WBG Boards of Directors and Senior Management.
- Ability to deal with complexity, ambiguity and crisis with confidence.
- Willingness to travel as needed.
