The Senior Vice President of Multifamily Lending and Neighborhood Investments (MLNI) manages the day-to-day operations of the department, assists the Executive Director with the development of multifamily programs, products, and policies, and assists in the Agency’s strategic planning. Additionally, as the principal relationship manager of the department, assist the Executive Director with the development and management of relationships with municipal, private, and for-profit and non-profit housing and real estate organizations.

As a member of the executive leadership team, the Senior Vice President of Multifamily Lending and Neighborhood Investments ensures alignment between mission objectives, market realities, and champions the Agency’s mission, values, and culture.

ESSENTIAL DUTIES & RESPONSIBILITIES:
  • Serve as a member of the executive leadership team by providing leadership and management in carrying out the Agency’s mission and strategic business plan
  • Manage and direct the day-to-day activities of the Multifamily Lending and Neighborhood Investments department
  • Manage, direct, and coordinate activities of the transaction financing team, including debt and equity providers, investment bankers/underwriters, and myriad legal counsel (lenders, investors, investment bankers, trustee) for privately placed transactions
  • Lead development and evolution of multifamily financing strategy
  • Monitor pipeline health and execution risk
  • Guide response to changing capital markets and policy landscape
  • Incubate new financing tools and platforms
  • Ensure alignment between mission impact and financial sustainability
  • Structure and negotiate terms of debt and equity financing and associated legal documents
  • Serve as the chief underwriter, to provide final underwriting approval for all bond, loan, and equity transactions that will be submitted to the Agency’s Credit Committee and Board of Directors for approval
  • Prepare memoranda and present and/or coordinate the oral and written presentation of multifamily transactions to the Agency’s Credit Committee and Board of Directors for approval
  • Manage the predevelopment and construction period pipeline of the Agency’s multifamily business line
  • Responsible for multifamily and housing development, new product development for the Agency
  • In partnership with the Chief Financial Officer, make recommendations to the Executive Director regarding tax-exempt private activity bond volume cap allocations
  • Monitor economic and regulatory climate and industry trends to assess impact on the Agency’s programs and underwriting and credit policies
  • Conduct site visits, underwrite and/or delegate the underwriting of complex mixed-financed subsidized or unsubsidized multifamily transactions funded by the proceeds of the issuance of unenhanced or enhanced tax-exempt and/or taxable bonds, low-income housing tax credit equity, grants, and subordinate debt
  • Develop business opportunities through meetings with developers and members of the financing community
  • Coordinate all due diligence and underwriting activities of underwriting staff leading up to and including financial closing
  • Oversee the Housing and Investment Platform
  • Coordinate with the Chief Financial Officer on the sale of bonds, which may be privately placed or sold through a public offering
  • Coordinate with the Agency’s Executive Director, Office of the General Counsel and the Office of Financial Management to resolve problems with underperforming assets (construction period, lease-up period, or seasoned credits)
  • Coordinate with the Office of the General Counsel regarding the preparation of key documents for bond transactions
  • Evaluate and propose opportunities to refinance or reposition assets
  • Collaborate on transactions and conduct strategic and tactical planning with other District of Columbia housing and economic development agencies, including the DC Department of Housing and Community Development, the DC Housing Authority, the DC Sustainable Energy Unit, and the Office of the Deputy Mayor for Community and Economic Development
