Job Summary

This position serves the District of Columbia Department of Employment Services (DOES), Office of Paid Family Leave (OPFL). The Department of Employment Services (DOES) mission is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities.

The Quality Assurance Specialist serves as a continuous improvement professional responsible for evaluating whether Paid Family Leave processes produce accurate, timely, compliant, and well‑documented outcomes. This role focuses on monitoring process performance, ensuring regulatory compliance, strengthening operational reliability, and supporting staff through structured training and knowledge systems. This position plays a critical role in protecting claimant outcomes, maintaining public trust, and ensuring the long‑term integrity and sustainability of the Paid Family Leave program.

Duties

And Responsibilities
  • Coordinates, plans, implements, and maintains the OPFL’s quality assurance strategy. Evaluates training and quality assurance models and makes recommendations and updates when needed.
  • Designs and continuously updates training modules, manuals, and desk aids for OPFL staff.
  • Observes and assesses existing procedures to identify the risk of non‑conforming work and recommend and/or develop preventative action plans to present to management.
  • Participates in the office‑wide quality corrective and preventative action programs to ensure adequate auditing and monitoring of policies implemented due to non‑conforming work practices and effectively address the root cause of the nonconformity.
  • Establishes appropriate deviation protocols for established procedures to manage the occurrence of unfamiliar situations or unusual circumstances/requirements.
  • Conducts research and analysis, in consultation with Supervisor, to keep abreast of best practices in quality management to implement best practices and ensure office‑wide compliance with industry standards, laws and regulations, and policy and procedures.
Qualifications And Education
  • Undergraduate and Graduate

    Education:

    Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
  • Or
  • Specialized

    Experience:

    Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas.
  • And experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

  • Salary: $80,784- $103,333;

  • Collective Bargaining Unit (Union): This position is not covered by a Collective Bargaining Unit.
  • Position Designation: This position has been designated as Security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
  • Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years from the date of employment. You will be required to present documents (proof) to show District residency and failure to maintain bona‑fide District residency for the seven-year (7‑year) period will result in forfeiture of employment.
