Position: Defense Industrial Base Analyst

Job Location: Work remotely from home but with direct and frequent accessibility to a government facility (e.g., Pentagon, Mark Center), with moderate travel expected. Customers are primarily in Washington, DC.

Background

The Office of the Under Secretary of War, Research and Engineering, Director of Technology Industrial Base Assessments (TIBA) supports industrial base strategies and investments to meet critical national security requirements for new and emerging technologies that grow the capability and capacity of the defense innovation and industrial base. The DoW has a need to assess and provide recommendations for strategies and investments relating to the DoW’s internal and external advanced manufacturing industrial base.

TIBA uses emerging technology assessments to translate technology needs into manufacturing and industrial innovation base requirements and to identify industrial innovation base issues, risks, and opportunities. The results of the assessments are used to generate industrial-innovation-base inputs to technology roadmaps, develop an investment plan addressing the needs of the industrial innovation base, and create technology and industrial innovation base protection and promotion strategies.

TIBA uses data analytics to measure the success of mitigation strategies, establish trends in the markets, and identify the need for additional assessments or changes in investments and strategies. More information about TIBA is at this link:

Job Description and Responsibilities

The Defense Industrial Base Analyst will perform tasks such as the following:

  • Research and write assessment reports that evaluate the ability of the defense industrial base to develop, test, field, and sustain defense systems. Write documents that provide an overview of critical companies in the industrial base for specific defense technologies. Prepare comprehensive reports, briefings, and point papers tailored for senior Government officials.
  • Assist the Government with planning, coordination, and facilitation of assessment meetings. Lead and/or participate in working groups and initiatives in technology areas. Ensure the development of the assessment meets the needs of the Government.
  • Facilitate and maintain communication and collaboration with Government, industry, and academic experts in critical technology areas. Solicit inputs as necessary from the Office of the Secretary of War, the Military Services, federally funded research and development centers, industry, and academia.
  • Identify risks and opportunities to apply technology solutions to enhance the advanced manufacturing industrial base and associated supply chains.
  • Monitor major project technical tasks using formal quality control methods. Support assessment activities and analyze solutions to complex and challenging problems. Provide initial technical assessment and liaison with Senior Technical Advisors.
  • Assist the Government with developing budget and resource estimates, working closely with the financial team. Ensure obligations and expenditure plans remain on track and meet benchmark levels.
Required Skills / Qualifications

The position requires the following skills and qualifications.

  • Bachelor's degree in Public Policy or Government Administration;
    Engineering or Technical field;
    Business or English; a master's degree is a plus.
  • At least five years of relevant work experience.
  • At least five years’ of relevant work experience.
  • Excellent skills in literature searches and secondary research.
  • Excellent analytical skills with the ability to translate complex data into organized and digestible narratives that drive clear and actionable courses of action.
  • Strong verbal and written communication skills to effectively convey findings to stakeholders.
  • Ability to create ad-hoc teams, and drive team and individual performance from a non-supervisory and/or customer support role. Ability to work collaboratively in a team-oriented, remote environment and manage multiple projects simultaneously.
