Defense Analyst

The Congressional Budget Office is a small nonpartisan agency that provides economic, budgetary, and policy analysis to Congress. The National Security Division seeks an experienced defense analyst, preferably with experience estimating the costs of defense acquisition programs, to lead studies on a range of potential topics, including the costs and capabilities of military aviation, space, air and missile defense, and C3 (command, control, and communications) systems.

Recently published work analyzed homeland missile defenses, proliferated constellations of satellites, hypersonic weapons, and small unmanned aircraft systems. CBO’s analysts communicate their findings to Congress and the public in reports and letters, by briefing committee staff and delivering testimony, and through innovative vehicles such as online tools and infographics.

Candidates must have an advanced degree or equivalent experience in the physical sciences, engineering, or natural sciences, or in related fields, such as operations research, statistics, applied mathematics, or public policy. The position also requires at least three years of experience (which can include relevant graduate research) in conducting analysis related to at least some of the topics listed above, preferably including defense systems analysis, defense budget and acquisition processes, program cost analysis, operations research, or analyses of alternatives.

Candidates must be interested in working on defense budget issues and estimating the cost of weapon systems and be willing to analyze other areas of defense or homeland security as needed. Successful analysts are creative and entrepreneurial individuals who are motivated by analytical challenges and comfortable handling a broad portfolio of programs and topics. Candidates must have experience working independently and ideally should have led studies (or tasks within a larger study).
