Position: Lead Construction Surveillance Technician (DOS CONUS)

Lead Construction Surveillance Technician (DOS CONUS) - (7851)

The Department of State (DoS) Bureau of Diplomatic Security (DS), Office of Physical Security Programs (PSP), Facilities Security Division (FSD), Domestic Building Branch (DBB) requires construction surveillance services utilizing Construction Surveillance Technicians (CSTs) to support Construction Surveillance Detection Service (DSDS) operations. The CST Site Security Program (SSP) aims to detect unauthorized access to controlled areas, deter the introduction of unauthorized materials, and monitor construction workers and visitors to prevent the implantation of clandestine surveillance devices.

Responsibilities

CSTs are trained professionals who ensure the security and integrity of construction sites, controlled access areas, and materials scheduled for use in controlled areas.

Duties include:

  • Control access to construction sites.
  • Screen and observe personnel entering a construction site, allowing only those on the Site Access List.
  • Screen all materials and tools entering the site.
  • Control the Secure Storage Area and its contents.
  • Monitor and document the actions of construction workers, comparing them to project documentation.
  • Ensure all equipment, materials, and furnishings are x‑rayed or examined, then marked and escorted to the SSA or designated area.
  • Assist the Site Site Manager (SSM) with random selection and procurement of necessary materials.
  • Inspect all persons, packages, and vehicles before they enter the site at the discretion of the SSM.
  • Produce daily logs of all related activities and events.
  • Report all security‑related incidents.
  • Report all anomalies and counterintelligence incidents directly to the SSM.
  • Perform other duties assigned by the SSM, coordinating with the Lead CST.
  • Additional Lead CST duties and responsibilities
  • Coordinate administrative matters such as work schedules and personnel leave with the SSM.
  • Serve as the Contractor’s on‑site representative.
  • Be available at all times to receive and execute orders or special instructions from the SSM or COR concerning site security operations.

    Job Requirements

    CSTs must meet the following minimum qualifications:

  • High school diploma or equivalent with 3‑5 years of total experience in one of the following areas:
    • Construction security surveillance
    • Technical surveillance countermeasures
    • Government security involving counterintelligence
    • Construction quality assurance
    • Documented supervisory construction experience
    • Military service
    • Law enforcement
  • Active Secret or Top Secret security clearance.
  • Familiarity with typical office machines and administrative software (e.g., Microsoft Word, Excel).
  • Ability to meet physical requirements, navigate stairs, and stand for extended periods in often unheated or unair‑conditioned environments.
  • Ability to travel as required.
  • Valid Department of State Construction Surveillance Technician (SE631) certification.
  • Knowledge of architectural, mechanical, electrical, and electronic engineering principles.
  • Capacity to analyze designs and blueprints, recognizing intended use and design concepts.
  • Capability to assess designs for unauthorized uses.
  • Knowledge of technical surveillance countermeasures, photointelligence, imint techniques, and construction principles used by hostile and friendly intelligence services.
  • Training and experience in countermeasures against technical penetration.
  • Comprehensive knowledge of security requirements for various facility areas during construction or renovation.
  • Additional Lead CST Requirements
  • Experience in a CST role with leadership or supervisory responsibilities.
  • Demonstrated leadership abilities, including team management, project coordination, and conflict resolution.
  • In‑depth knowledge of construction surveillance with advanced technical troubleshooting skills.
  • Excellent verbal and written communication skills, conveying technical information to both technical and non‑technical stakeholders.
  • Proven experience in planning, executing, and overseeing projects.
  • Strong analytical and problem‑solving skills for identifying issues and implementing corrective actions.
  • Experience in training and mentoring CSTs, fostering collaboration.
  • Ability to adapt to evolving technologies and work environments.
  • Comprehensive understanding of industry standards, regulations, and compliance requirements.
