Security and Suitability:

National Capital Region (Virginia, Maryland, DC). The primary place of performance will be at the U.S. Coast Guard Headquarters, Douglas
A. Munro Headquarters Building, located at 2703 Martin Luther King Jr. Ave, SE, Washington D.C. 20593.
*** This position is contingent upon award of a contract to Harkcon
*** Key Responsibilities Analyze mission-performance measures, operational demand, readiness, staffing, assets, and other relevant data. Develop appropriate quantitative methodologies based on research questions and available evidence. Quantify the extent and operational impact of current and anticipated performance gaps. Identify data gaps, assumptions, limitations, and areas where available metrics do not fully reflect operational realities. Connect quantitative findings to how the Coast Guard is organized, trained, staffed, and equipped.
Avoid force-fitting methodologies or producing analysis that is technically complex but not decision-relevant. Integrate quantitative findings with qualitative stakeholder insights. Develop clear tables, figures, and written explanations for senior Government audiences. Independently identify additional analysis needed to support or challenge emerging findings. Maintain focus on mission performance rather than predetermined personnel, asset, or funding conclusions.
Required Qualifications Master's degree in Economics, Operations Mission Analysis, Political Science, Public Administration, or a related professional field that included training in applying quantitative mission analysis methodologies to real-world problems.
Clearly demonstrated formal training in quantitative mission analysis methodologies.
At least five years of experience developing, conducting, and documenting quantitative mission analysis, such as econometric studies, operational modeling, performance measurement, or comparable methods.
Active Secret clearance at the time of contract award and ability to maintain the required access throughout performance.
U.S. citizen or lawful permanent resident, with the ability to read, write, speak, and understand English; must satisfy all applicable background investigation and credentialing requirements.
Strong quantitative reasoning, data validation, model documentation, visualization, and technical writing skills.
Preferred Qualifications Experience supporting the U.S. Coast Guard, DHS, DoD, or another federal acquisition, operational analysis, or mission-analysis organization.
Experience developing Mission Analysis Reports, performance measures, operational assessments, capability-gap analyses, or forecasts used by senior government decision-makers.
Knowledge of Coast Guard Major Systems Acquisition Management, COMDTINST 5000.10H, and the role of quantitative MAR evidence in downstream acquisition documentation.
Demonstrated ability to explain complex methods, uncertainty, assumptions, and limitations to nontechnical stakeholders.
Experience handling classified or sensitive source data while producing clear, unclassified analytical products.
Additional Details Work is performed at U.S. Coast Guard Headquarters in Washington, DC, and at the employer's facilities. Travel may be required and must be approved in advance by the Government.
