Job Description JOB OVERVIEW

The State Office Readiness Program Senior Program Managers are responsible for security management and emergency preparedness in Senate state offices across the U.S. The management includes significant oversight of our security contractors and support team, who perform the installation, maintenance, and monitoring of the electronic security systems. The person who fills this position will join a team of Security and Emergency Preparedness professionals who are each responsible for a portfolio of states, assigned by the Manager.

  • Working with a team to manage the design and installation of various physical security enhancements such as electronic security, locking hardware, and other components.
  • Training Senate staff on various security and safety topics.
  • Preparing and presenting security briefings to senior staff for state offices.

Successful Senior Program Managers work with staff from Senators’ offices to get buy-in on a range of security enhancements. A typical Senior Program Manager will supervise multiple simultaneous security installations. They also coordinate and approve designs for office security enhancements, working with General Services Administration (GSA) staff, architects, commercial landlords, other SAA groups, and others to design and install or construct security enhancements to state offices that can range from applying ballistic-rated window film to full office buildouts.

Job Duties

Directs technical physical security implementation projects for a portfolio (one-third) of the over 460 Senate state offices, including design, contractor quote evaluation and approval, and construction of security infrastructure, and the installation, monitoring, and maintenance of security systems. Oversees emergency and continuity planning and emergency preparedness of each office staff. Acts as the primary program interface with each Senator’s leadership team to ensure the Senate’s security services are applied consistently.

Routinely briefs all levels of the organization regarding vulnerability assessments, threat analysis, and security assessment in the legislative branch environment. Works closely with the State Office Readiness Program (SORP) PMs to provide information on principles and current planning methods for continuity of business and recovery operations and emergency management. Collects, analyzes, and delivers program status reports to ensure adherence to SAA security program methodologies in state offices.

Travels quarterly to provide security and emergency preparedness training to staff and review office security systems and implementation. Other duties as assigned.

JOB SPECIFICATIONS Required Education

Associate's Degree.

  • Senate Operations Center state office liaison.
  • Travel for state office visits and training, including independently representing the SAA to state and local first responder agencies and other federal agencies (e.g., USMS, FPS).

Required Work Experience
  • 8-10 years of experience in Physical Security and/or Emergency Management.
Required Special Skills/ Knowledge
  • A driver’s license (SORP).
  • Knowledge of physical security principles, systems, and operations, including assessment, implementation, alarm system installation, monitoring, and maintenance.
  • Knowledge of emergency management and preparedness principles.
  • Able to understand architectural drawings and schematics.
  • PSP and/or PMP certifications desired.
