Duties Summary

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

Responsibilities

This position is located in the National Capital Region Coordination Center (NCRCC)
-Command Center, Command Division, Commandand Coordination Bureau, Assistant Chief for Uniformed Operations, United States Capitol Police (USCP). This position serves as an Airspace Security Manager responsible for overseeing all aspects related to the security of theairspace monitored by USCP on behalf of the United States Congress.

Maintains situational awareness of airspace relatedevents, incidents, and activities in the National Capital Region (NCR), including threats to the Capitol Complex and other areas where congressional leaders may be present. Notifies USCPleadership of scheduled unmanned aircrafts (UAS) operations, flyovers, training exercises, andother airspace events that may impact legislativeoperations. Operate, monitor and analyze radar systems, utilize securedatabases and classified communications to support daily operations.

Serves as the technical and regulatory expert on NCR airspace security, UAS operations, and airspace event management. Oversees a multi-shift airspacesecurity operation, manages NCRCC administrative and operational functions,directs USCP UAS program activities, and provides authoritative guidance to theUSCP Watch Commander and senior leadership during airspace events, incidents,and emerging threats.

Serves as the USCP point-of-contact for airspacesecurity operations. Exercises judgment when sharing information with otheragencies.

Interacts directly with senior and working-levelmembers of various federal, state, and local agency personnel regardingairspace related information or events. Follows-up with partner agenciesregarding the outcome of related incidents.

Engages regularly with NCRCC interagency partners and participate in airspace related working groups. Coordinates and supports airspaceoperations for the military and partner agencies.

Retrieves and gathers pertinent information fromreports to use in conducting briefings. Ensure accurate and time-sensitive information concerning airspace security is provided to USCP senior leadership and stakeholders. Handles and processes sensitive, confidential, and classifiedmaterials and secure sensitive information and materials.

Develops new and reviews existing policies and standard operating procedures (SOPs) and directives and recommend changes as appropriate. Develops training plans and materials to ensure USCP personnel arefully versed in the operational procedures of the NCRCC.

Effectively manages the USCP UAS program, including the development and oversight of a budget to procure equipment, training andtravel.

Ensures all training is properly recorded and maintain training records. Prepares and submits agency specific online training regarding the airspace program.

Reviews and responds to request for UAS support.

Facilitates UAS training and coordinates flights. Conducts research on emergingUAS technologies to identify solutions that best align with the agency’srequirements. Coordinates with internal stakeholders to establish a unifiedapproach to UAS operations.

Directs and oversees the day-to-day operations of theNCRCC ensuring continuous mission readiness and effective execution of NCRCCoperations.
