This position is located in the Department of Youth Rehabilitation Services (DYRS), Office of the Director, Office of Internal Integrity. DYRS' mission is to improve public safety and provide court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most home-like environment consistent with public safety.

The Youth Compliance Specialist provides services to detained or adjudicated youth in DYRS placement and detention facilities.

The main purpose of this position is to ensure that youth rights are protected and their needs are met. The Youth Compliance Specialist aligns the duties of this position with the agency's mission by fostering relationships between youth and staff, providing support and guidance to youth, sharing a vision to enhance the quality of life for detained youth, and advocating for the interests of youth to facility administration and other stakeholders.

Duties and Responsibilities

The Youth Compliance Specialist investigates a full range of grievance complaints, allegations, and violations of youth rights occurring at New Beginnings, Youth Services Center, and any successor facility. These investigations include, but are not limited to, allegations of physical abuse and neglect, verbal abuse, sexual abuse, improper and excessive use of force, and violations of other regulations concerning youth treatment. Accepts and assists the youth who want to initiate a grievance or complaint.

Proactively assembles facts and finds resolutions in a systematic, orderly manner to ensure a timely response to the youth’s grievance/complaint.

The incumbent Develops and maintains a case file for each grievance received, prepares written reports for grievances received and identifies possible violations of DYRS regulations, policies, and procedures.

Recommends resolutions to youth grievances to facilities’ Superintendents, or designee. Retrieves Public Defender Service for the District of Columbia (PDS) forms written by youth and provide the request to the PDS supervisor.

Provides support to the PREA Coordinator, ensuring proper follow-up with facility administration when retaliation has been identified and the new intake protocol.

Conducts regular fidelity checks, observe, and report.

Qualifications and Education

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

The work is sedentary but may require operating a motor vehicle and/or using public transportation to travel to other sites. The work may also require substantial walking and may involve stair climbing. The work is performed in secure juvenile detention facilities and in an office setting. On occasion, work may occur outside of the normal environment, e.g., outside training, court appearances, and legal depositions.
