Senior Software Engineer (Contingent Upon Contract Award) Position Summary
Orgro is seeking a Senior Software Engineer to design, develop, integrate, deploy, and sustain full-stack applications supporting FEMA's artificial intelligence portfolio. This position will lead application architecture and software engineering for new AI solutions and will assess, harden, integrate, or selectively refactor solutions developed outside FEMA's enterprise environments.
The engineer will collaborate with FEMA product owners, AI engineers, platform teams, cybersecurity personnel, and other stakeholders to deliver reliable applications across FEMA-approved cloud and software platforms.
Key Responsibilities- Design and develop front-end, middleware, API, database, and back-end components for AI-enabled applications.
- Translate mission requirements and user needs into system architecture, technical specifications, and working software.
- Develop and maintain applications using modern frameworks and languages such as React, Node.js, JavaScript, Python, Java, and PostgreSQL.
- Design and maintain REST APIs, system integrations, authentication and authorization controls, data contracts, and failure-handling processes.
- Assess externally developed applications, source code, dependencies, deployment methods, test coverage, documentation, and support readiness.
- Recommend whether externally developed solutions should be accepted, hardened, selectively refactored, redesigned, or deferred.
- Build and maintain CI/CD pipelines, Git-based workflows, infrastructure-as-code components, automated tests, and release controls.
- Implement application logging, monitoring, observability, rollback, recovery, and troubleshooting capabilities.
- Support system installation, configuration, deployment, upgrades, defect resolution, performance improvement, and sustainment.
- Produce architecture, build, test, deployment, operations, and support documentation.
- Participate in Agile planning, demonstrations, technical reviews, and Joint Development Team activities with FEMA stakeholders.
- Develop software that meets applicable FEMA security, privacy, accessibility, and Section 508 requirements.
- 5 to 10 years of relevant software-development and application-engineering experience.
- Bachelor's or master's degree in computer science, software engineering, artificial intelligence, machine learning, or a related field.
- Strong full-stack development experience using modern front-end, back-end, and database technologies.
- Proficiency with JavaScript and modern application frameworks; experience with Python or another server-side language.
- Strong knowledge of relational databases and application integration.
- Experience with software architecture, system design, testing, debugging, deployment, and sustainment.
- Experience managing CI/CD pipelines, Git-based code repositories, infrastructure as code such as Terraform, and observability tools.
- Experience working in Agile or Scrum development environments.
- Strong analytical, documentation, communication, and problem-solving skills.
- Experience with PostgreSQL, Express.js, React, and Node.js or comparable full-stack architectures.
- Experience integrating AI or machine-learning services into production applications.
- Experience with Azure, AWS, GCP, Microsoft 365, Service Now, CRM platforms, or other enterprise cloud environments.
- Experience supporting federal systems, security authorization activities, accessibility testing, and controlled production releases.
- U.S. citizenship.
- Ability to obtain and maintain the FEMA-required public-trust suitability.
- Ability to comply with DHS and FEMA security, privacy, training, and information-handling requirements.
- Availability to support collaborative Agile development and Government stakeholder meetings.
