This position is in the Department of Public Works (DPW), Parking Enforcement Management Administration, Vehicle Immobilization and Towing Division. Booters identify and install a parking boot device to immobilize scofflaws’ vehicles to enforce unsatisfied parking and/or photo enforcement tickets previously applied to the vehicle. Once all fines and fees are satisfied, Booters released the immobilized vehicle.
Duties and ResponsibilitiesIncumbent patrols the District of Columbia streets to locate and immobilize vehicles with outstanding citations. The incumbent will use a digital computer to confirm the bootable status and, as appropriate, attach a wheel clamp (known as a boot) to the vehicle's wheel, rendering it immobile. The incumbent issues warning notices and enter necessary data into mobile digital computers. The incumbent determines whether immediate impoundment of the vehicle is warranted, requesting towing as appropriate.
The incumbent also performs boot removal and related activities to return the vehicle to its pre-boot state. The incumbent prepares written records on proper forms of all immobilization actions.

Preferred Proficiencies:
Knowledge of the street and alley systems in all areas of the District of Columbia. Experience in operating a motor vehicle in all types of traffic and weather conditions. Skill in operating an/or computer. Ability to use hand and power tools including but limited to open-end and box wrenches, sockets, ratchets.
Must possess and maintain a valid Driver's License
Working Conditions/EnvironmentIncumbent are required to drive in all types of traffic and in all but the most severe weather and are subjected to the resulting chance of injury in traffic accidents. When boots are being installed, both installer and spotter work in street on traffic side of vehicle being booted, where they are exposed to the possibility of major injury by being struck by moving vehicles.
Installing boots requires being in the street which may be muddy, icy, and/or snowy, while installing or removing boots. Installing boots also require reaching under, and handling suspension components of parked vehicles which are routinely greasy and dirty and often coated with mud or slush. Incumbents are exposed to harassment, and possible armed or unarmed assault, by motorists and/or bystanders attempting to prevent booting of vehicles.
Incumbents are also exposed to cuts or bruises while handling sharp metal pieces and fitting them together, and to crushing injuries if boot accidentally cause sudden deflation of car’s tire and vehicle drops while Booter is working under it.
DPW vehicle immobilization deployment initiatives may require the incumbent accept alternative work scheduled and potentially engage in required overtime to fulfill deployment requirements associated with the program scofflaws’ initiatives.
