As an Industrial Facility Management Engineer, you will provide engineering and regulatory oversight of industrial wastewater discharges to protect and preserve Washington state’s water quality. You will represent the agency statewide on emerging industrial stormwater, pretreatment, and wastewater trends and support a rapidly growing Water Quality program.
What you will do- Negotiate and prepare State Waste Discharge and NPDES permits for industrial facilities.
- Apply conventional engineering techniques to complex projects, including major permits for metal, milling, mining, clean energy, data centers, and hydropower permitting.
- Derive permit conditions based on legal and technical requirements, using mathematical models and evaluating chemical, physical, and biological factors.
- Represent the agency in technical negotiations with private parties and engineering consultants to resolve regulatory interpretation, treatment technology feasibility, and permit compliance issues.
- Collaborate with other Ecology engineers to interpret and revise internal and external engineering guidance.
- Conduct permit compliance inspections, prepare inspection reports, and communicate findings to facilities.
- Provide technical assistance to legal counsel, develop expert testimony, and serve as expert witness in court or administrative hearings.
- Registration as a Professional Engineer in Washington State or an equivalent state.
- Five (5) years of experience in environmental engineering.
- Must possess and maintain a valid driver’s license.
- Professional Engineer registration must remain in good standing.
- Experience or training in National Pollutant Discharge Elimination System permits.
- Experience or training in wastewater and/or stormwater treatment, including engineering documentation and operation & maintenance manuals.
- Excellent oral and written communication skills.
