Duties
* You will provide advice, training and discretion to other scientists, planners, engineers and other technical specialists.
* You will ensure quality and consistency for products and services produced by the Environmental Business Line.
* You will act as the project leader for execution of difficult and highly complex or controversial projects or program initiatives with far-reaching scope and effect.
* You will serve as the Navy's regional representative and prepare and conduct briefings for supported commands, elected officials, the public, regulatory agencies, tribal governments, the chain-of-command, and others as needed.
* You will identify new funding requirements and coordinate with financial managers to ensure new requirements are submitted via the Planning, Programming, Budgeting, and Execution System.
* You will mentor and direct junior engineers/scientists. Requirements Conditions of employment

* You will be required to obtain and maintain a current valid United States driver's license.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
* This is a bargaining unit position.
* PROCUREMENT INTEGRITY CERTIFICATION is required in accordance with the Office of Federal Procurement Policy Act (41 USC 423) as amended. The employee may be required to complete an SF-450 annually.
* You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
* This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
* A Professional Engineer License is required for the 0819 series, Environmental Engineer Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Analyzing natural resources, cultural resources, water and sediment quality, facility planning, civil engineering and Environmental Management Systems;
2) Applying innovative theories to scientific principles, practices and problems not resolvable through conventional methods;
3) Interacting, justifying, and negotiating with federal, state, and local regulatory agencies;
4) Identifying recurring and non-recurring requirements, programming of funds, execution of funds and contract management in facilities engineering management and acquisition;
5) Managing complex, multidisciplinary, and controversial environmental projects from planning through execution. This position has a selective placement factor that will be used to screen out ineligible candidates for the 0819 series only. The Selective Placement Factor is:
You must be a currently licensed/registered Professional Engineer (PE) if applying to the Environmental Engineer (0819).
