Minimum Education:
Bachelor's degree from an accredited college or university in Accounting, Finance or related field.
Minimum Experience:
Five years of experience in financial analysis, budgeting, financial modeling for investment analysis OR any combination of education and experience which would provide the knowledge, skills, and abilities to perform the job.
Minimum
Certifications:
Certified Public Accountant (CPA) or Certified Management Accountant preferred.
Other Requirements:
Valid Washington State Driver's License if driving a vehicle for County business.
POSITION SUMMARY:
This position manages and provides analysis, financial reporting, and budgeting processes to equip business leaders and senior management with the tools to make informed business and strategic decisions related to the current and future financial performance.
ESSENTIAL FUNCTIONS:
The following duties are essential for this position. However, they are not to be construed as exclusive or all-inclusive. To be successful in this position, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.
* Produces high-level financial analysis to provide recommendations on individual business opportunities and on longer term strategic alternatives.
* Produces comprehensive management reports, annual budgets, and long-term financial forecasts for the same.
* Serves as the System Administrator for County financial system. Responsible for ensuring financial software is functioning correctly; resolves any issues encountered with software in a timely manner so there is no down time with the software.
* Introduces new functionality as needed to improve processes; oversees implementation of new modules to ensure they will work for the County and work with other modules already in service.
* Prepares detailed and complex financial analyses to provide critical information necessary to assist Department staff and senior leadership in determining rate to assess departments for services, ensuring fund is healthy, and in identifying opportunities to improve financial performance.
* Ensures financial results and analysis of alternatives are thorough, accurate, timely, and presented in a concise and clear manner.
* Prepares financial reports.
* Develops and maintains current year and long term (5 year) financial forecasts. The current year forecast is continuously updated and reviewed to help identify risks that may impact the current and future cash needs.
* Plans and coordinates the budget process for supported Departments in compliance with rigorous standards for accuracy and thoroughness, subject to tight deadlines.
* Researches and recommends accounting practices in alignment with General Accepted Accounting Policies; related but not limited to Capitalization of Assets, Leases & Subscription Based IT Arrangements (SBITA).
* Functions as liaison with Auditor Accounting Division; regularly interacts with Auditors Accounting Division on accounting practices.
* Remains current on legislation, legal requirements, and ordinances affecting unit operations and interprets information to advise staff
* Composes general correspondence and reports; proofreads and edits documents.
* Enters, scans, updates, and maintains information in spreadsheets, databases, and reports.
* Maintains electronic filing, paper filing, and record systems to provide easy access to records and information; provides retention of records as required by Department and County policies.
* Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
* The County and Department's operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
* Principles, theories and concepts of accounting including Governmental Accounting Standards Board (GASB) for all fund types.
* Organization-wide integration and coordination of strategic functions.
* Principles and practices of budgeting, fiscal management, grant writing, and project management principles and techniques.
* Policies and procedures of the County.
* Occupational hazards of the work and necessary safely precautions.
* Other computer software consistent for this position.
Skill in:
* Preparing accounting transactions, financial statements and reports.
* Conducting thorough analytical work, including designing statistical analyses of budgetary information.
* Applying accounting principles to work activities in a municipal accounting system.
* Organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
