Compliance Team Lead – Refrigerant Management Program (Environmental Specialist
4)

Location:

Central Region Office, Union Gap, WA. You must live within a commutable distance from the duty station.

Schedule:

Eligible for telework and flexible schedule options. A minimum of one day per week is required in the office. Schedules depend on position needs and may change.

Responsibilities
  • Coordinate and conduct inspections within the Refrigerant Management Program (RMP).
  • Assist entities with data entry into the Refrigeration and Air‑Conditioning Management Program (RAMP) database.
  • Provide technical assistance to businesses and other regulated communities to ensure compliance with refrigerant regulations.
  • Help junior Ecology staff on complex RMP topics and mentor junior inspectors when hired.
  • Attendance at public meetings to present RMP rules in an understandable manner.
  • Identify and resolve violations of RMP regulations.
  • Assist in synchronizing inspection practices and policies across the state for consistency.
Required Qualifications
  • Nine years of experience and/or education as described below.
  • Two or more of the following skill areas:
    • Technical Assistance and Communication – ability to explain technical requirements clearly and support users in registering and navigating database systems.
    • Compliance Inspection and Procedure Oversight – experience inspecting facilities or similar work to ensure adherence to established procedures and regulatory requirements.
    • Professional Judgment and Compliance Resolution – skill in identifying violations, determining corrective actions, and promoting future compliance.
    • Team Leadership and Staff Development – experience leading small teams, planning inspections or site visits, and supporting less experienced staff.
  • Demonstrated competence in:
    • Environmental and Safety Compliance Inspection – experience conducting environmental or safety compliance inspections or performing work that follows standard operating procedures (SOPs).
    • Team Collaboration Across Regions – effective collaboration within a team environment locally and with colleagues in other regions.
  • Education involving a major study in environmental, physical, or natural sciences, interdisciplinary environmental studies, environmental planning, or an academic discipline related to the duties.
Desired Qualifications
  • Knowledge of air quality and climate science relevant to regulatory contexts.
  • Experience with greenhouse gas reduction programs, especially those involving hydrofluorocarbons (HFCs).
  • Ability to explain basic chemistry and regulatory processes to audiences with varying technical backgrounds.
  • Strong verbal and written communication skills, negotiation and conflict avoidance, and analytical abilities.
  • Experience in environmental compliance, inspections, or auditing.

  • Must possess and maintain a valid driver’s license.
