Minimum Education:

High school diploma or equivalent. Associate's degree preferred.

Minimum Experience:

Three years of work experience in code enforcement or law enforcement with one year of supervision OR any combination of education and experience which would provide the knowledge, skills, and abilities to perform the job.

Minimum

Certifications:

* International Code Council (ICC) Code Enforcement Certification or Zoning Inspector Certification required.

* AACE Certified Code Enforcement Administrator preferred.

* Certification in conflict resolution or de-escalation training preferred.

Other Requirements:

* Bilingual in Spanish preferred.

* Valid Washington State driver's license if driving a vehicle for County business.

POSITION SUMMARY:

Under the general direction of the Planning Manager, this supervisory position performs advanced-level professional code enforcement duties with respect to land use, zoning, building, and public works; inspects and investigates complaints to verify compliance with adopted codes of the County and to safeguard public health, safety and general welfare.

ESSENTIAL FUNCTIONS:

The following duties are essential for this position. However, they are not to be construed as exclusive or all-inclusive. To be successful in this position, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

* Directs the work of and manages Code Enforcement Officers. Provides training, instructions, and addresses ongoing training needs. Assigns tasks, reviews work and provides performance evaluation feedback. Provides input into employee transfers, promotions, disciplinary action, and discharge.

* Receives, records, and investigates complaints regarding potential violations of municipal codes, ordinances, standards, and health and safety regulations; documents violations by securing photographs, writing reports, and recording other pertinent data; researches ownership records, prior complaints, municipal codes and ordinances, and state regulations to establish whether a violation has occurred.

* Initiates contact with residents, business representatives and other parties to explain the nature of incurred violations and establish compliance requirements with municipal codes, ordinances, and community standards.

* Meets with County staff regarding complaints; coordinates follow up activities as needed.

* Prepares notices of violation or noncompliance and issues citations according to applicable codes and regulations; affixes notice of violation on property to abate fire and public safety hazards and public nuisances.

* Coordinates and conducts follow-up abatement procedures including the preparation of additional correspondence, site visits, and communication with property owners if applicable; conducts follow-up investigations to ensure compliance with applicable codes and ordinances;

* Prepares necessary documentation for the Prosecuting Attorney's Office and Benton County District Court, provides presentation of evidence, and provides testimony and recommendation of dispositions to the court as required for case processing.

* Makes drive-by or on-site inspections of residential, industrial, and/or commercial areas in compliance with requirements of law.

* Provides information to violators, witnesses, the general public, business community and other government agencies regarding codes, laws and ordinances; responds to questions, complaints and inquiries.

* Educates property owners, tenants, and contractors on applicable codes, ordinances, and processes to encourage voluntary compliance.

* Maintains files and records related to citations and violations; prepares written reports, memoranda and correspondence.

* Photographs nuisance conditions and code violations.

* Maintains and updates records, logs and reports utilizing knowledge of principles of record keeping and reporting.

* Develops public announcements on code enforcement activities as directed.

* Attends regular division meetings to stay current on interdivisional happenings and coworker workloads.

* Enters, scans, updates, and maintains information in spreadsheets, databases, and reports.

* Maintains division-specific electronic and paper filing and record systems and documents to provide easy access to records and information; provides retention of records as required.

* Other duties as assigned.

Knowledge of:

* Safety codes, related laws and ordinances and building standards.

* The principles and practices of code compliance programs.

* Blueprints, layouts, construction plans, parcel maps, and zoning maps.
