Overview
ONLINE APPLICATIONS ONLY. This position is funded December 2008 through July 31, 2009, to coincide with the Oregon Legislative Session, beginning in early January, and may be extended by one or two months if necessary.
At the direction of the Intergovernmental Relations Manager, the positions analyze and research issues pending before the Oregon State Legislature, U.S. Congress, and other governmental agencies which may affect the City of Eugene. The primary responsibilities are coordination of legislative database and computer systems to create reports and effectively monitor legislation and provide assistance to the City’s Intergovernmental Relations program.
One position will have lobbying and communications responsibilities. Another position will primarily provide professional administrative support during the Legislative Session and may have additional lobbying and communications responsibilities.
Work Schedule:
Monday - Friday, 8:00 a.m. – 5:00 p.m.; may include occasional evening and weekend hours as the 2009 Legislative Session activity dictates.
- Provide support to the Mayor, City Council, City Manager, and Intergovernmental Relations Manager on activities to implement adopted council goals or Legislative Priorities, including research and analysis, preparation of program scopes and work plans, issues identification, analysis and resolution, and lobbying.
- Coordinate legislative tracking database system and generate reports; draft and orchestrate legislative and regulatory testimony; handle legislative and constituent inquiries.
- Serve as Intergovernmental Relations liaison to other City departments on legislative, fiscal, and grant‑related opportunities available at the regional, State, and Federal levels.
- Assist in lobbying State or Federal elected officials or agencies consistent with City Council’s adopted legislative strategies and positions.
- Prepare briefing materials and other information for use by policy makers.
- Local, State, and Federal government legislative processes and overall structure.
- Modern principles and practices of program development and administration.
- Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
- Research methods, techniques, and procedures.
- Modern office procedures, methods, and computer equipment.
- Communicate well, both orally and in writing, including giving presentations to State Legislators, Legislative Staffers, the City Council, and Intergovernmental Relations Committee.
- Develop, organize, and present complex written and oral reports involving statistical, fiscal, factual, and/or theoretical data derived from a variety of sources.
- Analyze legislation and funding proposals on the basis of their effect on overall municipal government and the Eugene public.
- Analyze impact of legislative developments and evaluate and develop public affairs strategies to influence positive legislative outcomes in the City of Eugene’s interests.
- Education: Bachelor’s degree from an accredited college or university with major coursework in Public Administration, Political Science, Communications, English, or closely related field(s).
- Experience: Two years of professional experience in Legislative, State, or local Government, legal profession, or closely related field(s). Experience working with State and/or Federal legislators or governmental entities strongly preferred. Other combinations of experience and education that meet the minimum requirements may be substituted.
- License or Certificate: Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state.
