Duties
* You will lead a team of Contract Specialists and provide a full range of contract specializations including acquisition planning, solicitation, negotiation, cost and price analysis, evaluation and award, and administration for various contract types.
* You will perform pre/post award functions relating to the planning, development, advertisement, award, administration and close out of contracts for the procurement of supplies, services, and construction.
* You wil be responsible for assisting in preparing/reviewing solicitations, conducting pre-proposal conferences, responding to pre-bid/pre-proposal inquiries, and evaluating contractor price/cost proposals.
* You will perform or direct in-depth evaluation of the financial and technical capabilities or the performance of potential contractors.
* You will perform a variety of computations relative to item costs, specification requirements, delivery charges, and transportation costs.
* You will assist with negotiating changes in price(s), terms and conditions, wage adjustments, overhead rate agreements due to contract specification, changed site condition(s), etc. Requirements Conditions of employment

* This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition
Functional Area
and category assigned to the position is required within established category time frames.
* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* This is a bargaining unit position.
* You will be required to obtain and maintain a current valid United States driver's license.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
* You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* The employee is required to obtain a NAVFAC contracting officer warrant, with authority limited only by law and regulation, upon filling the position. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
1) Reviewing procurement requests to assure clarity, adequacy, and completeness;
2) Providing advice, training, guidance, and interpretation on procurement regulations, policies, and procedures;
3) Executing pre award contract actions (such as for construction, A/E, environmental or facilitates service contracts) in accordance with relevant laws, regulations, policies, standards, and/or procedures;
4) Executing post award contract actions, including modifications, processing payments, final invoicing, final performance evaluation, and/or closeout; and
5) Evaluating proposals, establishing pre-negotiation objectives, negotiating, and documenting post negotiation accomplishments including fair and reasonable price determinations.
