SUMMARY:

Develop rehabilitation plans and monitor defendants on probation within the Makah Tribal Court jurisdiction, and to monitor in conjunction with County, State, and Federal probation and parole agencies for Indian defendants residing on the Makah Indian Reservation. Responsible for assisting in the establishment and management of the Makah Sex Offender Registration Notification Act (SORNA) by performing the following duties personally.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

Because of the Tribes' commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

ADMINISTRATIVE
  • Performs all assigned duties relating to cases scheduled for appearance in court.
  • Monitor probation and parole policy that meets the needs of the Makah community, and make recommendations to the Chief Judge for resolution.
  • Monitors a caseload of offenders from Tribal Court, including community service, administering alcohol and drug tests, referrals for a variety of treatment services.
  • Develop and monitor probationer tracking system to effectively monitor the caseload.
  • Assists as needed in courtroom procedures during court sessions.
  • Compile and provide case history in affidavit or other prescribed form to other departments when required and pursuant to tribal law or court order.
  • Plans office activities, conferences, and field visits in connection with investigation and supervision functions.
  • Maintains accurate and up-to-date case records in a neat and legible prescribed form.
  • Prepares and submits monthly statistical and performance reports on the status of the individual caseload.
  • Gathers an evaluates data pertinent to the individual cases in connection with both investigation and supervision. Such data may include information about the offender's home, school, church, neighborhood, and about relevant social agencies.
  • Maintain and alcohol/drug urinalysis program; administer U/A's for chemical analysis, and PBT's. Attend necessary training and certification for drug urinalysis program and PBT.
  • Following court policy has responsibility for monitoring payment orders of the court, e.g., restitution, fines, etc.
  • Maintains own workbook listing information and contact with probationers.
SORNA
  • Assist in the enforcement of provisions as stated in the Makah Criminal Code-Title V A, Makah Sex Offenders and Registry Code.
  • Assist in the development of policy formulation and summaries in accordance with SORNA requirements.
  • Assist in the identification, registration, monitoring and tracking process for convicted sex offenders residing within the boundaries of Makah Indian Reservation.
  • Assist in establishing and maintaining collaborative and cooperative relationships with appropriate jurisdictions in the effort of identification, registration, monitoring and tracking of convicted sex offenders that migrate, relocate and establish residency within the boundaries of the Makah Indian Reservation.
  • Responsible for data entry functions for conditions of release, sentences, and compliance requirements SORNA cases in file and record management system.
  • Assist in collaborating and communication with Tribal Court staff, local, state and federal law enforcement agencies as required.
  • Assist in the preparation of monthly program reports, developing forms and compiling material and information.
  • Assist in the development, implementation and maintaining the required updates of the Makah Public Sex Offender Registry.
  • Assist in coordinating and facilitating community and public awareness initiatives and activities.
