Emergency Management Program Manager

This position is responsible for professional management and work within the Emergency Management Programs of the Department of Public Works to include daily activities of the County's emergency management program and the operational readiness of the Emergency Operations Center (EOC).

An employee in this position is responsible for the overall supervision and administration of the County's emergency planning and preparedness programs including developing, recommending and administering County policy, procedures and plans for emergency management mitigation, planning, preparedness, response, and recovery activities. Coordinates all ongoing emergency management preparedness and planning efforts such as creation, revision and maintenance of emergency management plans, to include the Klickitat County Comprehensive Emergency Plan, the Hazard Mitigation Plan and other, policies, procedures and plans, ensuring they comply with federal, state and local agency programs.

Can serve as the County's EOC Manager or other EOC positions during EOC activations for major incidents & disaster. Works according to State and Federal regulations, and County policies and procedures. This position reports to the Director of Public Works, however, exercises independent judgement while operating under governing rules and regulations and the Klickitat County Emergency Management Plans. Work is reviewed and approved by the Director of Public Works through reports, meetings, conferences and program results achieved.

Job Duties
  • Responsible for the daily activities of the County's emergency management program and the operational readiness of the Emergency Operations Center (EOC).
  • Develops, recommends, implements, and monitors emergency management program goals, objectives, policies and procedures; and supervises, trains, assists and evaluates the performance of the emergency management volunteer program members.
  • Responsible for ensuring development, maintenance, operation, activation, vulnerability analysis and support for the emergency management programs.
  • Oversees planning and execution of joint training exercises involving impacted entities, groups and departments/offices.
  • Determines goals, measurable objectives, and progress toward objectives, costs and technical requirements for the program projects and each grant/contract.
  • Researches grant funding, prepares grant applications and administers and monitors grant agreements. Negotiates and makes recommendations to the Director for grant agreements.
  • Works cooperatively with the Emergency Management Administrative Assistant in processing purchases, quotes, reimbursements, timesheets and contracts. Maintains grant documents per all County/State/Federal requirements. Maintains grant document files.
  • Keeps a current resource list identifying pertinent partner agencies, and stakeholders in the county, Homeland Security Region 8, Washington State, and the Columbia River Gorge region.
  • Participates in meetings, conferences, working groups, and committees with partner agencies, and stakeholders in the county, Homeland Security Region 8, Washington State, and the Columbia River Gorge region related to matters involving Emergency Management Program activities as designated by the Director.
  • Maintains high visibility, and builds strong professional relationships and ongoing trust with other agencies and community members. Responsible for public relations, information and education programs to inform the public of actions to take before, during and after an emergency disaster.
  • Represents and acts on behalf of the Public Works Director in their absence and at public or other meetings related to matters involving Emergency Management Program activities.
  • Develops public information presentations and represents the department by making presentations before County and City government officials and personnel, businesses, schools, community groups and other organizations in Klickitat County to promote emergency management program activities.
  • Administers the Klickitat County Emergency Management Training Program which provides a broad spectrum of training for county employees, city employees, first responders, volunteers, teachers, students, the general public and others.
  • Establishes and maintains liaison with federal, state, and local governmental officials and agencies, fire departments and other first response organizations, school districts and volunteer organizations, business and industry representatives, for disaster planning, public education, response and recovery activities.
  • Assists in the department's annual budget development process by providing data and program information. Manages the general administration of the Emergency Management Program budget and grants.
  • Responsible for duties of EOC Manager and other EOC staff positions as needed.
  • Performs other related duties as assigned.
