JOB SUMMARY:

Assist the Director of the Housing Department in providing the overall management and leadership of the Nooksack Indian Housing Authority Department. This will be to ensuring the Housing program provide quality services to their families and the community. Work collaboratively with the NIT Accounting Department in fulfilling rent and program reporting requirements and to reconcile rent accounts every month. This position will have complete delegation of authority of the Housing Department, in the absence of the Director.

Requires weekend and occasional evening work.

MAJOR TASKS AND RESPONSIBILITIES:
  • Maintain complete confidentiality and honors the Privacy Act in all Housing Department related activities.
  • Assist the Director with monitoring and staying abreast of technological, legal and operational changes that affect the activities and work processes of the department; make recommendations for and develop and assist with carrying out improvements to the program to meet changing mission parameters and requirements.
  • Assist in the development of the department’s strategic plan, goals, and develop and implement an attainable work plan to meet the established goals.
  • Ensure the vision, and management to the Housing department personnel.
  • Attend departmental meetings to review strategic goals and initiatives, promote team building and work to provide growth paths for staff.
  • Assist in recruiting, hiring, and providing appropriate training for Housing Department support staff.
  • Attend Director Meetings and Council meetings as requested.
  • Assist in designing the Housing Department policies, procedures and implement them with the consent of the Government Services/Departments and as approved by the Tribal Council.
  • Ensure client care from intake to discharge is delivered and provide direct care when required.
  • Regularly reviews all cases to ensure quality and adherence to local, state and federal guidelines or regulations.
  • Responsible for efficient and effective utilization of Housing Department Program resources.
  • Collaborate with Housing Department Program employees to identify the needs of the program for education and training.
  • Collaborate with staff to ensure the Tribe’s representation at essential local, state and federal Housing Department program meet requirements in meetings and services.
  • Ensure staff members are cross trained to ensure services are available when needed.
  • Keep abreast of social service program trends and recommending change in service delivery to the Government Services Departments.
  • Proactively seek funding for the department and ensure all application and reporting requirements are submitted timely.
  • Maintain and ensure accuracy of the Housing Data System (HDS)
  • Update tenant accounts receivables and payables
  • Process tenant certifications to calculate monthly rent amounts
  • Update the HDS database for monthly activity including monthly charges, work order charges, charges, payments and late fees.
  • Process tenant monthly statements
  • Assist in preparation of required reporting for grants and tax credit projects
  • Collects payment receipts at NIT accounting department daily
  • Prepares monthly reports of account statuses to the Director monthly and to Tribal accounting for reconciliation and reporting purposes.
  • Assist Housing Case Managers with tenant ledger reports and other tenant account information gathering and understanding

Because of the Tribe's commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.
