Summary

Manage the operations and maintenance of the City's water and wastewater treatment facilities and wastewater lift stations, ensuring compliance with the City's NPDES permit and applicable NCDOL (OSHA) rules and regulations. Serve as division manager supervising operations staff, managing budgets, and developing long‑range capital improvement programs. Provide operational decision support and training programs to maintain compliance with NCDEQ and OSHA regulations.

  • Plan, organize and manage the work of operations, maintenance, and laboratory personnel; perform or direct routine and emergency repairs or replacements of mechanical, electrical, hydraulic, electronic, and other related plant equipment and meters.
  • Advise plant operations staff and general maintenance staff of assigned duties, changes in routines, issues, and conduct meetings as required; provide training for all plant operations and maintenance staff.
  • Establish policies and procedures for plant operations and emergency responses.
  • Interview and recommend new candidates for hire; evaluate employees on work performance, make promotion and disciplinary recommendations, and approve leave and time entry.
  • Ensure operators apply work rules and practices to comply with NCDOL (OSHA) and NCDEQ; maintain all equipment in proper working condition.
  • Assist in development and administration of the annual operating budget, including short‑ and long‑range forecasts, and develop technical plans for infrastructure improvements as part of a long‑term (5‑year) capital improvement plan.
  • Oversee development and administration of operational training programs for employees; develop SOPs for all facilities and enforce compliance with OSHA safety standards.
  • Ensure staff maintains plant inventory, operating and maintenance records, conducting periodic audits.
  • Oversee laboratory personnel who perform tests for pH, alkalinity, BOD/COD, total suspended solids, sludge percent solids, dissolved oxygen, metals, toxicity, and other analytical tests; determine optimal process controls.
  • Oversee preparation of monthly and annual regulatory compliance reports and applications for renewal of operating permits; evaluate regulatory requirements and determine processes and steps to ensure compliance.
  • Provide tours of water and wastewater facilities to the general public, regulators, and school groups.
  • Serve as technical and compliance representative for the City with local, state, and federal agencies for wastewater and environmental issues.
  • Perform other duties as assigned.
Required Education And/or Experience

An associate's degree from a four‑year college or university in environmental science, chemistry, biology, hydrology, water and wastewater engineering, or a related field; and five or more years of experience operating and maintaining a water and/or wastewater treatment plant and supervisory experience; or an equivalent combination of education and experience.

Preferred Qualifications

Bachelor's degree in environmental science, chemistry, biology, hydrology, water and wastewater engineering, or a related field.

Special Requirements
  • Valid N.C. driver's license with acceptable driving record.
  • Water Treatment Facility Operator A-Well Certificate or ability to obtain within 18 months of hire date.
  • Biological Wastewater Operator Grade IV Certificate or ability to obtain within 18 months of hire date.
  • Physical/Chemical Wastewater Operator Grade I Certificate or ability to obtain within 18 months of hire date.
  • Spray Irrigation Certificate or ability to obtain within 18 months of hire date.
Knowledge, Skills, And Abilities
  • Thorough knowledge of principles, practices, tools, and equipment used in treatment plant operations and the operating characteristics and maintenance requirements of treatment works.
