Duties and ResponsibilitiesInterprets State tax collection laws and County policies and procedures to taxpayers; answers inquiries in person or by telephone; explains procedures and legal requirements: answers inquiries about due dates, accounts, bills, payments, etc.; explains policies and procedures and actions being taken; refers more difficult situations to others for resolution. Handles escrow payments; processes requests from mortgage companies concerning tax delinquencies, etc.
Reviews delinquent tax listings; verifies identification of taxpayers; checks addresses and social security numbers; corrects addresses; verifies tax amounts owed and account information; searches databases for information to locate delinquent taxpayers. Prepares and processes bank and/or wage attachments and state debt set-off program requests. Sends correspondences and follow-up correspondences to delinquent taxpayers notifying of delinquency and procedures for collection. Works with attorneys and title insurance companies regarding location of property, status of bills, amount of payments, etc.
Attends Tax Foreclosure sales. Provides attorneys with proper documentation for the purpose of starting foreclosure on property. Performs various actions to collect delinquent accounts; creates payment arrangements and assists supervisor with other collection processes. Performs customer service duties at front counter when needed; receives payments from customers for County real and personal property taxes, privilege licenses, drainage accounts, etc.; provides receipts to customers for payments;
posts payments to the appropriate accounts; processes mail, phone, internet, fax and/or credit card payments; provides copies of account statements. Prepares and submits paperwork for wage and/or bank garnishments and responds to questions about Debt Setoff program. Attends conferences and meetings; keeps informed of changes in law and practices. Performs related duties as required.
Considerable knowledge of laws relating to the collection of current and delinquent taxes. Considerable knowledge of the policies and procedures required of a tax collection function. Considerable knowledge of modern office procedures and methods of accounting. Considerable knowledge of the organization and functions of County government. Ability to plan, coordinate and participate in the collection of taxes and related work. Ability to analyze and utilize modern procedures, computer systems, and software for the collection activities.
Ability to communicate effectively in oral and written forms. Ability to handle the public courteously and tactfully. Ability to develop and maintain effective working relationships with County officials, other departments, employees, and the public. Ability to interpret and explain laws, rules, and regulations. Ability to handle sensitive and controversial legal situations. Ability to develop and maintain systems for accurate tax, accounting, and collection records.
Graduation from a two-year college in business, accounting, or related field and considerable experience in tax or debt collection, loan office management, banking, finance or related experience; or an equivalent combination of education and experience.
Note:
Additional related experience may offset the 2‑year degree requirement.
Ability to be certified as a “Deputy Tax Collector” by the NC Tax Collector’s Association, with successful completion of required coursework for the certification, within time frames specified by the county. Notary Public or ability to get Notary Public preferred.
