The City Of Washington Provides A Full Range Of Municipal Services, Including Public Safety, Public Works, Utilities (including Electric), Planning And Development, Parks And Recreation, And Administrative Services. The City Employs Approximately 250 Full-time And 50 Part-time Employees And Operates With An Annual Budget Of Approximately $146 Million.
While The City's Population Is Modest, The Scale, Regulatory Environment, And Operational Complexity Of Its Services Are Significant. The City Manager Serves As The City's Chief Administrative Officer, Appointed By And Accountable To The City Council. The City Manager Is Responsible For The Day-to-day Leadership And Administration Of All City Operations, Implementation Of Council Policies And Priorities, Stewardship Of Financial And Physical Resources, And Delivery Of High-quality Public Services.
The Successful Candidate Will Be A Strategic Integrator And Executive Leader. Someone Comfortable Operating In A Highly Visible Environment, Balancing Competing Priorities, Managing Risk, And Building Trust Across Elected Leadership, Staff, Residents, And External Partners. The City Is Seeking A City Manager Who:
• Excels At Leading Large, Diverse Teams In Structured, High-accountability Environments
• Demonstrates Calm, Decisive Leadership During High-visibility Or High-pressure Situations
• Brings A Strong Sense Of Mission, Service, And Organizational Discipline
• Values People Development, Succession Planning, And Long-term Institutional Health
• Understands How To Operate Effectively Within Defined Governance, Regulatory, And Policy Frameworks
Minimum Qualifications For This Position Are A Bachelor's Degree In Public Administration, Business Administration, Economics Or Related Field, Or Five (5) Or More Years Of Progressive Experience In Managing A Municipal Government As A City Manager, Assistant City Manager Or Senior Executive;
Or An Equivalent Combination Of Education And Experience. Preferred Requirement Of ICMA Certification And The Completion Of The Municipal/County Administration Course From The School Of Government, UNC
