The Commissioning Manager is responsible for leading and overseeing facility commissioning and system turnover; and supporting operational readiness and start-up activities of the Methanol and Diesel De-Sulfurization project to be located on Alaska’s North Slope. This position ensures that the constructed facility is commissioned safely, efficiently, and in compliance with project requirements, regulatory standards, and operational objectives. This position reports to the Project Manager.

Provides leadership throughout construction, pre-commissioning, commissioning, system turn-over to Operations, startup, and final handover phases, ensuring seamless transition of systems from construction completion to safe, reliable operations in Arctic conditions.

RESPONSIBILITIES

Commissioning Planning & Strategy

  • Strategy & Execution:
    Develop and implement the overall commissioning execution strategy and philosophies.
  • Planning & Metrics:
    Establish commissioning procedures, schedules, and performance metrics.
  • Construction Integration:
    Coordinate and integrate commissioning requirements directly into construction execution and schedules.
  • Systemization & Turnover:
    Define system/subsystem boundaries for commissioning, operational turnover, and startup.

Facility Commissioning Management

  • Execution:
    Oversee pre-commissioning, energization, functional testing, and startup activities.
  • Compliance:
    Verify all activities comply with project specifications and design intent.
  • Leadership:
    Manage an owner team of Mechanical/Piping, Electrical/Instrumentation SMEs, and Project Controls.

System Completion & Turnover

  • Milestone Processes:
    Establish Mechanical Completion (MC), Ready for Commission (RFC), Ready for Startup (RFSU), and Final Acceptance processes.
  • Documentation & Handover:
    Manage turnover packages, system documentation, and progressive handover from construction to operations.
  • Punch-List Management:
    Oversee punch-list generation, tracking, prioritization, and closure.
  • QA/QC Verification:
    Ensure all quality, inspection, and testing records are complete prior to system acceptance.

Operational Readiness

  • Program Support:
    Participate in facility operational readiness programs and conduct startup readiness reviews.
  • Procedure Development:
    Assist in developing and validating operating/maintenance procedures, emergency plans, and training programs.
  • Inventory & Asset Management:
    Support the development and validation of spare parts inventories.
  • Operations Handover:
    Ensure operations personnel are fully prepared to assume ownership of systems.

Contractor and Vendor Coordination

  • Develop RFP and manage the bid process to engage a Commissioning Contractor
  • Direct Commissioning Contractor teams and support EPF and Operations startup personnel.
  • Ensure interactions with equipment manufacturers and vendor representatives is properly coordinated
  • Review Commissioning Contractor commissioning procedures and test plans.
  • Ensure contractual commissioning deliverables are achieved.
  • Monitor Commissioning Contractor performance and resolve commissioning-related issues.

Safety Leadership

  • Champion a strong safety culture consistent with North Slope operating requirements.
  • Lead commissioning safety reviews, Job Safety Analyses (JSAs), and SIMOPS planning.
  • Participate in Job Safety Analyses (JSAs), hazard assessments, and incident investigations.
  • Participating in contractor safety meetings and verifying corrective actions are implemented.
  • Promote stop-work authority and proactive risk management.

Startup and Performance Testing

  • Coordinate integrated system testing and performance verification.
  • Assist in verifying facility performance against design capacities and operational requirements.
  • Support troubleshooting and optimization during startup and stabilization phases.
  • Assist in final acceptance testing and performance guarantee demonstrations.

Stakeholder Management

  • Serve as the Owner’s primary commissioning representative.
  • Coordinate activities among engineering, construction and operations
  • Facilitate commissioning meetings, readiness reviews, and management status updates
REQUIREMENTS
  • Bachelor’s degree in Mechanical, Electrical, Chemical, Petroleum, Industrial, or related Engineering discipline.
  • Equivalent combination of education and extensive industry experience be considered.
  • Minimum of fifteen (15) years of oil and gas industry experience.
  • Minimum of ten (10) years of commissioning, startup, and/or operations, or facilities project experience.
WORKING CONDITIONS
  • Ability to work under demanding schedules in remote Arctic environments
  • Rotational assignment 14 days on/14 days off
  • Lodging accommodation and meals provided
  • Frequent field inspections and outdoor work.
  • Travel by commercial aircraft, Anchorage to North Slope to Anchorage.
