This posting is for an Engineering Technician II position located in the Division 11 District Engineer's Construction office in Watauga County. This position will serve as a project roadway/structure inspector and will support higher level engineers in the administration of highway construction contracts. Job duties include but are not limited to: monitors contractor's daily operations and perform and/or reviews test reports to ensure that all work and materials conform to specifications, plans, and contract documents.

Employee will perform contract administration duties such as pay record entry/review, materials received reports, certified payroll review, daily diary review, as-constructed plans preparation, and monthly quantity verification prior to estimate payment. Employee will resolve daily constructability issues and troubleshoot problems to mitigate delays to project delivery. Employee will assist other Department personnel and contract forces in utility relocation efforts by inspecting and tracking relocation work.

Employee will anticipate contractual problems and advise engineering staff of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery, and/or quality of delivered project. Employee will monitor contractors' operations to ensure compliance with subcontract agreements and with the contract DBE requirements. Employee will ensure compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas is done in accordance with permits.

Employee may direct and schedule the work of lower-level technicians in staking out and inspecting every phase of a construction project to ensure it is built according to contract documents in a timely and cost-effective manner. Employee will manage all aspects of assigned construction projects with limited supervision from higher level engineers. This position will also be directly involved with the leadership, management, counseling, and training of lower-level technicians, both Department and CEI.

Employee must be able to communicate and coordinate work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing progress of the projects. Ability to read and interpret construction plans. Ability to effectively communicate with engineers, developers, members of the public, public officials, and NCDOT personnel. Should be able to communicate in a clear, concise, organized, and persuasive manner, both orally and written.

Must be able to make independent decisions using sound engineering judgement. Must be able to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction. Must be able to perform moderate physical activity including, but not limited to walking, climbing, balancing, kneeling, and standing.
