Reports To

Receives administrative direction from the Education Grants Manager or other School Business Office administrative official of a higher grade.

FLSA Designation

12-month; 35 hours per week; M-F 8am-4pm or 9am-5pm. Pay: $20.48 - $27.87 per hour. Non-Exempt.

Note:

This is a grant funded position that exists as long as grant funds are available.

Summary of Classification

This position is accountable for independently performing a full range of professional accounting tasks in grant-related auditing and accounting.

Minimum Knowledge,

Skills and Abilities
  • Education:

    Bachelor’s Degree from an accredited college or university with 12 credits in accounting or a closely related field and one year of experience as an accountant.
Credentials
  • Considerable knowledge of modern business accounting procedures.
  • Knowledge of the principles underlying the laws, ordinances, and regulations governing the financial operations of the Education Department.
  • Knowledge of the principles, methods and practices of professional accounting.
  • Knowledge of basic auditing principles and practices.
  • Knowledge of professional accounting principles and practices including governmental accounting and budgeting.
  • Oral communication skills.
  • Proficiency in accounting software and database systems.
  • Analytical skills to evaluate accounting methods, procedures and fiscal data; prepare appropriate statements and reports.
  • Ability to establish and maintain effective relationships with co-workers.
  • Organizational, problem‑solving, and deadline‑management skills.
  • Ability to read and interpret written materials.
  • Use of electronic informational systems for financial management.
  • Ability to work with individuals from diverse backgrounds.
  • May supervise bookkeeping, accounts payable/receivable functions, and other related paraprofessional or clerical functions as assigned.
Essential Functions
  • Act in conjunction with Grant Project Coordinators.
  • Advise department heads and others on accounting policies and apply them to grant functions to ensure conformance.
  • Analyze and interpret accounting records and reports.
  • Assist higher‑level staff in planning, designing and implementing accounting procedures or systems.
  • Assist in budget management by compiling and reviewing program budget proposals, preparing estimates and projections of expenditures and quarterly allotments, and preparing monthly reports.
  • Assist in the planning and implementation of the financial aspects of electronic data processing systems.
  • Assist in preparation of end‑of‑year expenditure reports.
  • Assist in preparation of special financial statements and reports for city officials.
  • Develop and modify detailed accounting procedures, policies and systems to meet changing requirements.
  • Follow Business Office Grant Policies and Procedures Manual for grant awards, appropriations, budget revisions, accounts payable, reclassifications, fiscal timeline, and assist in preparation of CT State Department of Education cash management requests.
  • Monitor fiscal aspects of grant programs by preparing or reviewing financial reports, reviewing expenditures for compliance with grant contracts, and providing technical assistance to grantees in maintaining accounting records.
  • Prepare balance sheets and financial statements involving multiple accounts.
  • Recommend accounting‑related improvements such as accounting controls and financial reviews.
  • Record complex and compound journal entries.
  • Respond to grant‑audit requests.
  • Review expenditures and prepare or review financial statements.
  • Set up and maintain accurate grant records and accounts.
  • Utilize electronic data processing systems for financial records, reports and analysis.
  • Perform related duties as required.

Employees in this class must have adequate physical strength, stamina, agility and visual and auditory acuity, and must maintain such fitness to perform the duties. A physical examination may be required.
