Position Highlights

    8:00 AM – 4:30 PM, Monday through Friday (40 hours per week)

Responsibilities
  • Select employers for audit; audit employer records; issue assessments for unpaid taxes
  • Determine proper worker classification
  • Handle appeals in contested determinations
  • Investigate tax rate manipulation, such as SUTA dumping
  • Handle block Unemployment Insurance claims
Examples of Duties
  • Perform most complex duties in field examinations and audits, including computer‑assisted or statistical sampling audits or audits of self‑employed or individual filers
  • Audit business establishments with large and complex operations
  • Audit individual filers having large and complex financial portfolios
  • Analyze and evaluate information systems, operational practices and business processes of large businesses
  • Consistently conduct audits dealing with a variety of special problems or issues
  • Assist lower‑grade examiners in resolving problems encountered in assignments
  • Assist in preparing and recommending changes in regulations, policy or operating procedures
  • Respond to letters or telephone calls for interpretations of statutory provisions concerning taxes
  • Provide technical assistance to the public and other divisions regarding interpretation of tax statutes
  • Act as liaison with other tax jurisdictions exchanging tax information
  • Provide technical assistance in drafting and revising tax forms
  • Propose legislation, regulations and administrative rulings
  • Utilize EDP systems for financial records, reports and analysis
  • Supervise several audits performed simultaneously by other examiners in a common geographic area
  • Assist other examiners in conducting computer‑assisted audits of taxpayers’ electronic accounting records
  • Train examiners on the job as necessary
  • Assist in supervision of a tax unit
  • Provide technical assistance to technology staff supporting agency audit and accounting functions
  • Perform related duties as required
Knowledge,

Skills and Abilities
  • Considerable knowledge of auditing methods, procedures and practices; accounting procedures and systems of complex business corporations, partnerships and proprietorships; tax accounting methods; and tax statutes and regulations
  • Considerable interpersonal, oral and written communication skills
  • Ability to analyze complex accounts, tax reports, financial statements and records
  • Ability to deal effectively with taxpayers, corporate officers, tax accountants, tax attorneys and co‑workers
  • Ability to understand, interpret and apply tax statutes
  • Ability to utilize EDP systems for financial analysis
  • Supervisory ability
Minimum Qualifications (General Experience)
  • Eight (8) years of experience in accounting or auditing
Minimum Qualifications (Special Experience)
  • Two (2) years of the general experience at a full professional working level involving the interpretation and application of tax law and fiscal principles
  • For current state employees: the experience must be at the level of a Revenue Examiner 2
  • Current DOL employee with at least two (2) years as a Revenue Examiner 2
  • Employee of the State of Connecticut for at least six (6) months of full‑time service
Minimum Qualifications (Substitutions Allowed)
  • College training in accounting or a closely related field may be substituted for a portion of the general experience on the basis of fifteen (15) semester hours equaling one‑half (½) year of experience, up to a maximum of four (4) years for a bachelor’s degree
  • A master’s degree in accounting may be substituted for one (1) additional year of the general experience
  • Examining professional certifications (Certified Public Accountant, Certified Internal Auditor or Certificate in Management Accounting) may be substituted for one (1) year of the general experience
Preferred Qualifications
  • Experience independently managing time to meet prescribed deadlines while adhering to quantity and quality standards
  • Experience interpreting and applying federal and state Unemployment Insurance statutes to distinguish employees from independent contractors
  • Experience independently preparing written audit finding reports for diverse populations
  • Experience independently presenting verbal audit finding reports to diverse populations
  • Experience in accounting or auditing within the CTDOL UI program
  • Experience training staff on ReEmployCT as well as Tax Division policies or procedures
Special Requirements
  • May be required to travel
  • Must possess and retain a valid Motor Vehicle Operator’s license
