CHIEF OPERATING OFFICER

Waterbury Public Schools, located in Waterbury, Connecticut, seeks an individual with visionary leadership and strong administrative skills to work in a district of 18,700 students. The final salary for the successful candidate will be negotiated and determined based upon proven experience, qualifications and meeting Board criteria.

Part i - Summary Of Classification

This class serves in a staff capacity to all administrators in the district regarding matters pertaining to operations. The Chief Operations Officer oversees all construction management, facilities, emergency planning and preparedness, energy management and conservation activities, maintenance, transportation and other operational divisions of the school district as assigned. Works collaboratively as a member of the Superintendent's Cabinet. Leads the strategic monitoring, analysis, and reporting of system-wide data;

engagement and collaboration with government, community, business and higher education partners; and effective and timely communication of information through innovative and varied approaches. Supervises the workflow of the Superintendent's office to ensure quality and timeliness including reports, correspondence, and related items. Provides leadership for the Superintendent's executive staff meetings, cabinet meetings, and preparation for Board Of Education meetings including preparation of agenda items and interaction with executive staff in the preparation of materials and presentations.

II - Qualifications
  • A Master's degree and at least 10 years' experience in education management or local government administration; or any equivalent combination of training and experience, which provides the knowledge, abilities and skills stated above.
  • Experience in an urban school district and/or a multi-cultural environment is preferred.
  • Incumbents in this class may be required to possess a current Motor Vehicle Class D Operator License.
  • State of Connecticut School Business Administrator Certificate (085) preferred.
  • Knowledge of data collection and computer skills including Microsoft Office suite;

  • Strategic planning skills to support the district's efforts to effect change in a multicultural environment;
  • Ability to work in a multi-ethnic and multicultural environment with students, faculty and staff;
  • Thorough knowledge of the basic principles of organization, financial administration, operations analysis and personnel administration;
  • Thorough knowledge of the objectives and practices of the various administrative functions in government;
  • Knowledge of accounting, statistics and administrative law;
  • Ability to analyze a variety of administrative problems, make recommendations for their solution and to put recommendations into practice;
  • Ability to carry out brief general instructions of a superior effectively and to institute projects and studies on own initiative;
  • Ability to present facts and express ideas effectively, both orally and in writing;
  • Ability to establish and maintain effective working relationships with department heads, departmental personnel and the general public;
  • Assists with contract negotiations.
  • Knowledge of techniques and strategies for managing a large, diverse organization;
  • Knowledge of overall administrative practices and procedures of a K-12 school district and general school administration;
  • Knowledge of policies and regulations governing the school division for local, state, and federal entities;
  • Knowledge of the district's strategic plan;
  • Knowledge of school-level administrative practices and procedures;
  • Excellent oral and written communication skills; excellent organization skills;
  • Ability to provide leadership and direction in the administrative and instructional functions of the school division;
  • Ability to establish and maintain effective working relationships with school officials, administrators, teachers, classified and support staff.
Part III - POSITION SUPERVISES
  • May provide supervision to School Inspector's Office, Security & School Safety Department, IT Department, Family Intake Center, Director of Communications, Food Service Department, Transportation Department, & Family & Community Engagement Office
  • Responsible for general staff administration under the direction of the Superintendent.
