Role Overview

Accountable for supervising a staff that ensures fiscal and operational practices of contracted private providers are delivered in accordance with state agency standards.

Purpose of Job Class (Nature of Work)

In the Department of Developmental Services, Resources Management Unit, this class is accountable for supervising staff engaged in ensuring fiscal and operational practices of contracted private providers are delivered to consumers in accordance with state agency standards.

Duties
  • Schedule, assign, oversee, and review staff work
  • Provide staff training and assistance
  • Conduct performance evaluations
  • Determine priorities and plan unit work
  • Establish and maintain unit procedures
  • Make recommendations on development of policies and standards
  • Act as liaison with other operating units, agencies, and outside officials regarding unit policies and procedures
  • Review and monitor services provided by private providers to ensure contract terms are satisfied
  • Coordinate review of individual service changes through PRAT or URR
  • Review contracts to ensure quality of services
  • Provide direction to private providers on contract interpretation related to programmatic, fiscal, and quality concerns
  • Review, analyze, monitor, and ensure private provider Plans of Correction are achieved
  • Conduct and monitor the annual review process
  • Prepare reports and correspondence
  • Conduct on‑site visits to ensure private providers comply with Department standards
  • Perform related duties as required
Knowledge,

Skills and Abilities
  • Considerable knowledge of modern methods of care, program design, treatment, and education of individuals with intellectual disability in community settings
  • Resource monitoring and evaluation expertise
  • Knowledge of relevant agency policies, procedures, state and federal laws, statutes, and regulations
  • Knowledge of business finance and accounting procedures
  • Considerable interpersonal skills
  • Strong oral and written communication skills
  • Ability to analyze and critique private agency records and financial statements
  • Computer software proficiency
  • Supervisory ability
Minimum Qualifications – General Experience

Seven (7) years of professional experience in a human services setting providing services and supports to individuals with an intellectual disability.

Minimum Qualifications – Special Experience

Two (2) years of the general experience must have involved conducting fiscal analysis and oversight of individual budgets/plans.

Minimum Qualifications – Substitutions Allowed

College training may be substituted for the general experience on the basis of fifteen (15) semester hours equaling one‑half (½) year of experience, up to a maximum of four (4) years for a Bachelor’s degree.

Preferred Qualifications
  • Experience in business finance and accounting procedures, fiscal analysis, and budget oversight
  • Experience with Contract Service Authorization development, maintenance, and oversight
  • Experience developing performance objectives and continuous quality improvement plans
  • Supervisory experience
  • Experience with quality improvement planning with outside providers
  • Proficiency with Microsoft Office Suite (Word, Excel, Teams, Outlook, PowerPoint)
Special Requirements
  • May be required to travel
  • May be required to possess and retain a valid Motor Vehicle Operator’s license
