A successful candidate will recognize and implement best practices for business office operations and internal controls to benefit the Department of Vermont Health Access (DVHA). Microsoft Office Suite, specifically Excel, is heavily relied upon; intermediate or advanced skills in this program are preferred. Familiarity with Tableau and the willingness to learn new software is also desirable.

As of July 12, 2026, the step 1 rate for pay grade 25 will be $31.54 per hour and the step 15 rate will be $49.45 per hour.
Who May ApplyThe Financial Manager I (Job Requisition #55029) is open to all state employees and external applicants. Multiple positions in the same work location may be filled from this posting.
AHS Background ChecksCandidates must pass any level of background investigation applicable to the position, including criminal record checks, DMV checks, and adult/child abuse registry checks in accordance with AHS Policy 4.02. These checks are not required for current classified state employees seeking transfer, promotion, or demotion into an AHS classified position or for persons exercising re‑employment rights.
Work is performed in a standard office setting.
Minimum Qualifications- Bachelor’s degree in accounting or any discipline supplemented by 20 credit hours in accounting plus two (2) years or more of professional‑level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration, or other financial operations experience including program, funding, or staff management.
- Bachelor’s degree in any discipline plus four (4) years or more of professional‑level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration, or other financial operations experience including program, funding, or staff management.
- Associate’s degree plus six (6) years or more of professional‑level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration, or other financial operations experience including program, funding, or staff management.
- High school diploma plus eight (8) years or more of professional‑level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration, or other financial operations experience including program, funding, or staff management.
- One year as a Financial Administrator III with the State of Vermont.
- Certification as a CPA.
For some positions, preference may be given to applicants with supervisory or management experience.
Special RequirementsExperience working with the VISION system (Vermont’s People Soft financial management system) may be required for some positions.
