Data and Reporting Coordinator
- Temporary Overview

The Compliance Monitor ensures Vermont's adherence to the four core protections of the Juvenile Justice and Delinquency Prevention Act (JJDPA) as reauthorized by the Juvenile Justice Reform Act (JJRA) of 2018.

  • Deinstitutionalization of Status Offenders (DSO)
  • Sight and Sound Separation from adult inmates
  • Jail Removal (prohibiting placement of youth in adult jails/lockups, with limited exceptions)
  • Addressing Racial and Ethnic Disparities (R/ED)

This role conducts compliance monitoring across all facilities where youth may be held securely (e.g., police departments, court holding areas, juvenile/adult detention or correctional facilities), verifies data, documents violations, and reports annually to the Office of Juvenile Justice and Delinquency Prevention (OJJDP). The position collaborates closely with ASU leadership, legal, law enforcement, and the Department of Corrections to protect youth in custody and support federal funding compliance.

Key Responsibilities
  • Conduct scheduled and ad hoc site visits to secure facilities where youth may be held (juvenile detention/corrections, adult jail/lockup, police departments, court holding cells, other secure settings).
  • Collect, review, verify juvenile holding logs and related data (semi-annually or annually) from all secure facilities.
  • Coordinate with law enforcement leaders (e.g., Chiefs of Police) and Corrections personnel to schedule visits, obtain records, and confirm data quality.
  • Track "interest of justice" hearings and report outcomes to the Director.
  • Collaborate with the Department of Corrections to obtain and verify data on youth held in secure adult facilities and assess JJRA exception compliance.
  • Prepare and submit annual compliance monitoring reports and data to OJJDP; ensure accuracy as part of the annual federal funding application.
  • Document JJRA core requirement violations following established procedures; collaborate with the Youth Justice Specialist, Director, and legal for final approval and facility notification.
  • Update and maintain DCF's Compliance Monitoring Manual and related protocols.
  • Participate in monthly meetings with other state Compliance Monitors; attend relevant national conferences.
  • Coordinate with the ASU team to deliver training and technical assistance (TA) on JJRA core requirements to law enforcement, DCF-FSD staff, and facility personnel.
  • Provide consultation to DCF-FSD and the State Advisory Group on JJRA regulations, federal requirements, and best practices.
  • Attend monthly ASU meetings and contribute to restorative plans/unit activities.
  • Support development and updates to the State Advisory Group's three-year Juvenile Justice and Delinquency Prevention Strategic Plan, including compliance status updates.

, is open to all State employees and external applicants. This is a temporary position. Temporary work is typically for variable hours, and is not expected to be full-time. The State does not guarantee 40 hours of work per week.

Minimum Qualifications

Master's degree in business or public administration, statistics, or information technology field.

OR

Bachelor's degree business or public administration, statistics, or information technology field AND one (1) year or more of data administration, business analysis, statistics, or design work.

OR

Four (4) years or more of data administration, business analysis, statistics, or design work.
